D3 - Hwy 23 Milaca to Ogilvie: 2024 construction
Plan for delays, detour
A $6.5 million project to resurface and improve 12 miles of Hwy 23 between Milaca and east Ogilvie, which includes shoulders, underground drainage structures and updates to access, will get underway Mon, May 13.
The project will be done in two segments—first, east of Bock to Ogilvie; then, west of Bock to Milaca.
Bock to Ogilvie
Expect delays mid-May until late June
On Mon, May 13, crews will begin to set up the work zone. Motorists to encounter periodic lane or shoulder closures from Mille Lacs Co. Rd. 24 to the Groundhouse River just east of south junction Hwy 47 in Ogilvie.
On Mon, May 20, crews will close and detour Hwy 23 between Mille Lacs Co. Rd. 24 and north junction Hwy 47 to work beneath the road. The detour goes north of Hwy 23 along Mille Lacs Co. Rd. 24, Kanabec Co. Rd. 26 and Hwy 47.
Crews will work first between Bock and Ogivie mid-May through late June
Hwy 23 open to those who live, work or visit
Local access will be open along Hwy 23 between Bock and Ogilvie; however, expect changes and use of alternate accesses:

Hard closures will occur to replace box bridges beneath Hwy 23. Follow signs and enter/exit the work zone nearest to your destination to avoid delays
- East of Bock:
- Replace box bridge east of Cable St./Kanabec Co. Rd. 52
- Replace box bridge at South Fork Groundhouse River between 50th Ave. and Bear St., east of Bock
- Expect lane closures, alternate one-way traffic, flaggers and use of a pilot car to resurface the asphalt road surface:
- Drivers to encounter rough or grooved road surfaces
- Be prepared to slow down, stop and wait
- Expect the work zone to change and move throughout the day
- Take extra caution when driving at night when sight distances lessen
- Avoid delays, add time onto your commute or consider other routes

Milaca to Bock
Highway 23 will remain open to all travelers between Milaca and Bock until early July.
Once the first segment is complete and open; work will begin in early July between Mille Lacs Co. Rd. 2 in Milaca and Mille Lacs Co. Rd. 24 east of Bock. More details to become available closer to start.
All lanes to be open and work substantially complete by late-September.
