D3 - Hwy 10 & Hwy 23 in St. Cloud: 2023–2024 construction

Work underway

Now that Hwy 10 and Hwy 23 are head-to-head traffic, you'll see multiple crews at work along the 2024 interchange project as they construct:

• Westbound Hwy 10, includes adjacent roads • Eastbound Hwy 23 and bridge over Hwy 10, includes adjacent roads • Access ramps to/from the interchange, includes two traffic signals on Hwy 23 • City of St. Cloud Fourth St. bridge over Hwy 10 • Sidewalk/trail connections Photo: Retaining wall along east frontage road/westbound Hwy 10

Through mid-May

• Overnight April 15, bridge beams will be delivered and set into place for the future eastbound Hwy 23 bridge over Hwy 10. Work will occur midnight to 5 a.m. Tue, April 16. Motorists on Hwy 10 will stop for up to 10 minutes as each beam is set. State patrol will enforce traffic.  Once complete, crews will begin to form the bridge deck for future concrete pouring
• Mill and remove old road surfaces
• Replace underground storm sewer
• Continue to construct the Fourth St. east bridge abutment and frontage retaining walls along westbound Hwy 10

A look ahead

Adjacent street closures for reconstruction to occur later (early summer) and notice for each will be provided a week in advance— E Germain St., 14th Ave./Co. Rd. 8.  

Coffee and chat updates

Businesses along the work zone are invited to attend project update meetings with MnDOT Construction Manager Rob Abfalter on Thursdays at 9 a.m., Runnings, at Lincoln Ave. and Fourth St. Ask questions and voice concerns. Meetings held on the second floor.

Week of April 8: Crews work on the setting up the toe wall for future slope paving at the eastbound Hwy 23 bridge abutment.

Current work zone

• Hwy 23 is one lane each direction, 24-7, between Lincoln Ave. SE and 25th Ave. SE. Traffic is shifted onto the new westbound side as crews construct the eastbound road, bridge and adjacent accesses.
• Hwy 10 to one lane, each direction, 24-7, between Benton Dr. SE and 15th Ave. SE. Traffic is shifted onto the new eastbound side as crews construct the westbound road and adjacent accesses.
• All access ramps at the interchange are closed for construction. Follow access detour signs.
• Intersection closed at Fourth St., eastbound Hwy 10 and the W Frontage Rd. to construct new Fourth St. connection and bridge to span Hwy 10. Access from Lincoln Ave. SE or 15th Ave./7th St SE

More about this St. Cloud interchange project

When open to travelers in November 2024, the interchange project will provide a smoother road surface, and improve motorist and pedestrian safety and access throughout. This is a long-term, 60-plus year investment in our infrastructure.

The new interchange will have four ramps on the southside of the bridges; instead of eight ramps—two in each of the four quadrants.
