D3 - Hwy 10 & Hwy 23 in St. Cloud: 2023–2024 construction
Spring has arrived and crews will begin 2024 construction in full force at the Hwy 10 and 23 interchange in east St. Cloud, which is set to open to traffic by Nov. 1, 2024.
Week of Mon, March 18

Hwy 23 will be reduced to one lane, each direction, 24-7, between Lincoln Ave. SE and 25th Ave. SE. Motorists will use the new westbound side as crews construct the eastbound road, bridge and adjacent accesses.

Hwy 10 will be reduced to one lane, each direction, 24-7, between Benton Dr. SE and 15th Ave. SE. Motorists will use the new eastbound side as crews construct the westbound road and adjacent accesses.
- The remaining two access ramps at the interchange will close to/from eastbound Highway 10 and westbound Hwy 23. Watch for detour signs.
It takes time to set-up a work zone
We wish it was as simple as turning on a light switch; however, it takes days to prepare the work zone. Expect changes as you navigate through the area. Be patient and add time to your commute the first few days as travelers learn the new set-up.

Interchange access
All loop and access ramps will be closured and detoured, follow signs.
Fourth St. SE bridge and connections
Intersection closed at Fourth St., eastbound Hwy 10 and the W Frontage Rd. to construct new Fourth St. connection and future bridge to span Hwy 10.

Work in 2024
Overall, crews will construct the second half of the project which includes:
- Westbound Hwy 10, includes adjacent roads
- Eastbound Hwy 23 and bridge over Hwy 10, includes adjacent roads
- Access ramps to/from the interchange
- City of St. Cloud Fourth St. bridge over Hwy 10
- Sidewalk/trail connections

The new interchange will have four ramps on the southside of the bridges; instead of eight ramps—two in each of the four quadrants.

More about this St. Cloud interchange project
When open to travelers in November 2024, the interchange project will provide a smoother road surface, and improve motorist and pedestrian safety and access throughout. This is a long-term, 60-plus year investment in our infrastructure.
