Requirement
All Disadvantaged Business Enterprises (DBE) must file a no change affidavit form yearly to remain certified in Minnesota. The annual deadline to submit the Minnesota no change affidavit form is the date that your business was certified as a DBE in Minnesota. This includes interstate certified DBE businesses. For more information, visit 49 C.F.R § 26.83(j).

- 30 days prior to the DBE’s certification anniversary
- 10 days prior to the DBE’s certification anniversary

5 days prior to the DBE’s certification anniversary
The automated reminders are only sent if a DBE has not submitted the required paperwork.
What happens if I miss the deadline to submit my no change affidavit?
Your business will be decertified, and you will be removed from the Minnesota DBE directory. You have the opportunity to appeal a decertification decision through the U.S. Department of Transportation.
