D3 - Hwy 10 & Hwy 23 in St. Cloud: 2023–2024 construction
Hwy 10 and Hwy 23 are now open to four lanes in each direction until spring 2024.
Crews will continue to work off-road until temperatures are below freezing and snow arrives. Then work operations will suspend until spring 2024.
MnDOT thanks the public for their patience over the 2023 construction season. We hope you enjoy the new, smoother lanes on eastbound Hwy 10 and westbound Hwy 23.

What to expect over winter
Fourth St.
Access will remain closed on Fourth St. between the frontage road and Hwy 10 for bridge construction. Access on the north end of the west frontage road will also close to/from Fourth St. SE. for bridge construction. Access will be maintained to businesses from Lincoln Ave. or 15th Ave. SE.
Interchange access
The current access detours will remain active:
- Eastbound Hwy 23 to eastbound Hwy 10 ramp closed. Use Lincoln Ave. SE and 15th Ave. SE
- Eastbound Hwy 10 to eastbound Hwy 23 loop ramp closed. Use Golden Spike Rd. and Co. Rd. 1
- Eastbound Hwy 10 to westbound Hwy 23 ramp closed. Use Hwy 15
- Westbound Hwy 23 to eastbound Hwy 10 loop ramp closed. Use Lincoln Ave. SE and 15th Ave. SE
- Westbound Hwy 23 to westbound Hwy 10 ramp closed. Use Benton Co. Rd. 1 and Golden Spike Rd.
- Westbound Hwy 10 to westbound Hwy 23 loop ramp closed. Use 15th Ave. SE and Lincoln Ave. SE.

Please remember that half of the road surface has been completed. Motorists who travel on westbound Highway 10 and eastbound Highway 23 will continue to encounter a rough ride, especially when freeze/thaw cycles occur. MnDOT will monitor and repair areas when necessary. Slow down and drive with caution, especially if the road is covered with snow or water which, hides pot holes.
For current weather, travel speeds and road conditions. Slow down and drive for the conditions. Please give our plow operators room to work this winter.
Looking ahead to 2024 construction
In spring and traffic will be reduced to one lane in each direction through fall 2024. Overall crews will:
- Construct:
- Westbound Hwy 10, includes adjacent roads
- Eastbound Hwy 23 and bridge over Hwy 10, includes adjacent roads
- Access ramps to/from the interchange
- City of St. Cloud Fourth St. bridge over Hwy 10
- Sidewalks/trail connections
- Remove the old eastbound bridge that spans over Hwy 10

The future interchange will have four ramps on the southside of the bridges; instead of eight ramps—two in each of the four quadrants.

More about this St. Cloud interchange project
When complete in November 2024, the interchange project will provide a smoother road surface, and improve motorist and pedestrian safety and access throughout. This is a long-term, 60-plus year investment in our infrastructure.
