D3 - Hwy 169 Redefine - Elk River freeway: 2022-2024 construction
It's hard to believe we are entering the final month of mainline construction in 2023. All lanes and accesses are set to open by early November.
Plans are set to begin mainline paving operations on southbound Hwy 169 in early October. Northbound Hwy 169 will also receive a final layer of asphalt, which will improve storm water drainage. Multiple crews continue to work on side street curb and gutter, landscaping, retaining walls and sidewalk.

Work on Jackson Ave. west of Hwy 169
MnDOT will begin to reconstruct the Jackson Ave. and Holt St. NW connection between Freeport St. NW and 193rd Ave. NW west of Hwy 169 on Mon, Oct. 2.

Short-term closures and gravel surfaces
The road will close before school starts at 6 a.m. Mon, Oct. 2 for two days. Motorists will detour along Highland Rd. and 193rd Ave. NW. The detour goes through a residential neighborhood, so please slow down and watch the road, or consider an alternate route. This closure will allow crews to remove the old roadway, complete underground drainage and construct the new roadway.
On Wed, Oct. 4 the intersection will reopen to one lane, each way, on a gravel road surface through the work area. Crews will continue to work outside of the traffic lanes to complete storm sewer, sidewalk, curb and gutter and road grading. The work will take approximately one week to complete.
On Wed, Oct 11 the road will close and detour for one day to pave the intersection with asphalt and apply temporary road striping. The new connection will reopen Thu, Oct. 12.
Work on Jackson Ave. and Holt St. NW between Freeport St. and 193rd Ave. NW. When open expect gravel surfaces and one-lane traffic. When closed and detoured follow signs along Highland Rd. and 193rd Ave. NW.
Crews install the final wearing coarse of concrete on the School St. bridge deck over Hwy 169. This is a stronger concrete and prolongs the life of the bridge deck.
