Metro - Rethinking I-94 between Minneapolis and St. Paul: Planning for the future
Rethinking I-94 has reached an important milestone: alternatives were released to the public yesterday, July 18, 2023! Alternatives at this stage are a combination of highway and transit ideas that reflect the basic design and number of lanes of the roadway, the type of transit service provided, and potential transit stop locations. The alternatives are high-level, meaning that more details will be developed as feedback is received and additional technical information is gathered.
Rethinking I-94 is a long-term process to engage community members who live, work, commute, and play along the 7.5-mile stretch of I-94 located between Hwy 55/Hiawatha Ave. in Minneapolis and Marion St. in St. Paul. The objective of Rethinking I-94 is to address identified transportation needs while ensuring community members and stakeholders have a meaningful voice in the process.
Community input is an essential part of Rethinking I-94. Our goal is to hear from as many community members as possible about the future of this transportation corridor while we work through the mandated state and federal environmental review processes.

You can review the identified alternatives and share your thoughts and insights via our survey. The survey is open for feedback now through the fall. Your input will be used to help shape the future of the corridor.

Rethinking I-94 is an opportunity for MnDOT to help reconnect neighborhoods and revitalize communities between Minneapolis and St. Paul. We are following the National Environmental Policy Act (NEPA) process, mandated in federal law. We are working with the Federal Highway Administration, engaging the expertise of technical committees, working groups, and an advisory committee of policymakers to inform that process.
