Greetings from the project team! The week of Monday, Aug. 15, will bring some work zone changes along Hwy 23 between Foley and Milaca.
Foley

Detour shift/closure—Broadway Ave. will be closed through the Hwy 23 intersection in Foley to replace city pipes beneath the roadway. A temporary detour uses Fourth Ave. and Dewey St. to Broadway Ave. and continues along Benton Co. Rd. 4, Mille Lacs Co. Rd. 12 and Hwy 169.Â

West end access change—The temporary west end access will be closed from Broadway Ave. Use Fourth Ave., Dewey St. and 6th Ave. to access the courthouse, medical facilities or businesses on the north side of Hwy 23.
The pipe work will take up to eight days to complete.

Foley to Milaca
Pipe work east of Foreston begins
Local travelers going east of Foreston will encounter hard closures as crews replace three underground pipes between 145th Ave./Co. Rd. 18 Â and 127th Ave., west of the Rum River Bridge in Milaca. They will start with the culvert just east of the West Branch Rum River. Use the next alternate route east or west of the closure for access. Only one pipe/road closure will occur at a time and will take approximately a week each to replace. |

Please remember Hwy 23 is an active work zone between Foley and Milaca. For everyone's safety, stay out of closed areas and always watch for workers and equipment. |
Crews will reconstruct Hwy 23 from Broadway Ave. to east of 13th Ave. in Foley, which includes a new roundabout at 8th Ave./Penn St.; resurface 12.5 miles of Hwy 23 from east of 13th Ave. in Foley to the Rum River bridge in Milaca; replace/repair underground culverts or drainage pipes; and improve access at seven intersections along Hwy 23.
When complete in mid-November, travelers will benefit from a smoother road surface, updated drainage and improved safety.
