D3 - Hwy 23 Foley to Milaca: 2022 construction
Those who live, work or visit Foley will notice some changes beginning Thursday, June 23rd, between Broadway Ave. and 13th Ave. as Hwy 23 closes and reconstruction ramps up.
Here's what to expect:

Temporary frontage roads, local access—Crews have constructed temporary frontage roads for local access. Please slow down and follow construction signs through the work zone.

Broadway Ave. to 6th Ave.—access from west end of Hwy 23 at Broadway Ave.

9th Ave. to 13th Ave.—access from east end of Hwy 23 at 135th Ave.

Detour through Nov—Hwy 23 remains closed to through-traffic from Broadway Ave. S in Foley to the Rum River bridge west of Milaca. Motorists should follow a signed detour that uses Broadway Ave. S, Benton Co. Rd. 4, Mille Lacs Co. Rd. 12 and Hwy 169 near Milaca. *A signed truck route for commercial and larger recreational vehicles is in operation along Hwy 95 and Hwy 169.

Summary of work
Crews will reconstruct Hwy 23 from Broadway Ave. to east of 13th Ave. in Foley, which includes a new roundabout at 8th Ave./Penn St.; resurface 12.5 miles of Hwy 23 from east of 13th Ave. in Foley to the Rum River bridge in Milaca; replace/repair underground culverts or drainage pipes; and improve access at seven intersections along Hwy 23.
When complete in mid-November, travelers will benefit from a smoother road surface, updated drainage and improved safety.
