TRF Project Update: July 24, 2020

Motorists on Highway 1 in Thief River Falls will continue to use the detour of First Street West while construction continues for three roundabouts between Highway 59 and Kinney Avenue. Access to Sixth Street will be closed starting Monday July 27 to allow for pavement removal and structure placement up to Westside Motors. This closure will be in place for the remainder of the project. Businesses located on the north Frontage Road will have access from Ruby Avenue.

Hwy 1 Roundabouts in TRF
- This week: Crews began work on the west Frontage road with excavation and ditch grading. They are also grading at the Barzen Avenue and concrete placement at Brooks Avenue.
- Next week: Crews will continue grading of the west Frontage Road. Grading will also continue at Barzen Avenue and concrete at Brooks Avenue.
- Traffic Impacts: Sixth Street access closed off of Highways 1 and 59. Business access is maintained off of Ruby Ave for the north Frontage Road. Motorists will continue to use the detour onto 1st St W

Hwy 32 Roundabout at CR 8/Mark Blvd
- This week: Seeding was completed for the inside circle and light bases..
- Next week: Crews will work on paving, striping and signage.
- Traffic Impacts: Continued use of bypass lane with a tentative date of August 1st for the roundabout to have full access.

CR 8/Mark Blvd route extension and roundabout
- This week: At the Challenger Elementary roundabout, crews completed the aggregate installation. At the CR 8 bridge, crews have completed placement of the beams and deck forming has begun.
- Next week: At the roundabout, curb and gutter will be installed as well as sidewalk and additional aggregate. At CR 8 bridge, crews will continue forming the deck of the bridge for the next few weeks.
- Traffic Impacts: The intersection at Pennington Ave near Challenger Elementary is currently closed and a detour is in place.

Westside flood damage reduction Projects

- Construct a diversion channel and drainage infrastructure on the west side of TRF. Underground storm sewer will be installed along Barzen Ave and Greenwood St, along with a new sanitary sewer
- This week: Excavation of the outlet, east of Hwy 32. Boring of the 54" steel casing pipe is beginning. Installation of storm sewer on the west side of Barzen Ave. is continuing. Crews are working north of Digi-Key toward the roundabout project.
- Next week: Continued excavation.
- Traffic Impacts: Shoulder closure along Greenwood St., Oakland park Rd., and Highway 32. Shoulder closure on the north side of Greenwood St. from TH 32 to Oakland Park Rd. Barzen Ave. between Technology St. and First St. is currently closed at the City’s request. That will remain in place next week. County Road 62 will be closed beginning Monday, July 27, as crews install culverts through the road.

- Replace Hwy 1 culvert west of the intersection with Hwy 59
- This week: The box culvert has been installed near the Petro Pumper intersection. Motorists on Highway 32 will use CR 14, CR 31 and Highway 59. Access to residences and businesses will be maintained.
- Next week: Paving will begin next week.
- Traffic Impacts: Motorists on Highway 32 will use CR 14, CR 31 and Highway 59. The road is open to local traffic. Motorists are urged to drive slow and use caution in the area.
- Replace Hwy 32 culvert south of Pennington CR 7
- This week: Culvert installation is complete.
- Next week: The subcontractor will begin forming the inlet end section in the next few weeks.
- Traffic Impacts: There is a shoulder closure in place at the culvert on both sides.
