TRF Project Update: June 26, 2020
As we are all gearing up to enjoy the upcoming holiday weekend, MnDOT reminds motorists to drive safely and always follow road signs in construction zones. Enjoy your holiday safely. Follow these safety tips:
- Stay alert, especially at night.
- Stay off cell phones and mobile devices.
- Be patient. Expect delays, especially during peak travel times.
- Obey posted speed limits. Fine for a violation in a work zone is $300.
- Expect work zones to constantly change. Day to day you could experience lane shifts, closures or moving workers and vehicles.
- Don’t make unnecessary lane changes.
- Do the zipper merge.
- Never enter a road blocked with barriers or cones.
Here's what's happening now
Crews continue to move forward on schedule with each of the projects in and around town. Detours will continue through the July 4th holiday weekend. Thank you TRF for working with us through this busy construction season. We continue to be available for project specific questions or comments at our weekly virtual public meeting. Project Updates
MnDOT
Hwy 1 Roundabouts in TRF
- This week: This project is in Stage 1, placing underground structure and building subgrade.
- Next week: The same work details will continue next week.
- Traffic Impacts: Detour onto 1st St W

Hwy 32 Resurface between TRF and St. Hilaire
- This week: Concrete placement and work on sidewalks, curb and gutter in St. Hilaire. Pavement placements along Highway 32.
- Next week: Milling and paving within the city of St. Hilaire will begin next week (weather permitting). This work will begin from the south end to County Road 3.
- Traffic Impacts: Within the city of St. Hilaire, the work will be completed under traffic with flaggers and lane closures. Highway 32 from CR 3 to Thief River Falls will remain closed. Detour will continue on Highway 32 as follows:
- Motorists will use CR 3, CR 20 and Highway 59.
- Traffic coming from south headed north, must take detour.
- From the north, going to hospital can still get through, using flaggers on site. Only able to get to hospital, not further south.
- Residents will have access maintained.

Hwy 1 Resurfacing east of TRF
Pennington County
Hwy 32 Roundabout at CR 8/Mark Blvd
- This week: Prepare for installation of curb and gutter
- Next week: Concrete installation will be completed by July 4, weather permitting. Once complete, crews will begin pavement work.
- Traffic Impacts: Continued use of bypass lane

CR 8/Mark Blvd route extension and roundabout
- This week: Abutments are expected to be completed this week on the bridge. Crews expect to complete storm sewer and culverts this week at the roundabout. The contractor is also working on grading the road and ditch between the roundabout at Challenger Elementary and the CR 8 bridge.
- Next week: Crews will begin to install beams on the center span of the bridge. Grading will continue between the roundabout and the bridge.
- Traffic Impacts: The intersection at Pennington Ave near Challenger Elementary is currently closed and a detour is in place.
- Detour onto Greenwood St, Hwy 59 and 140th St NE (See picture below)

Westside flood damage reduction Projects

- Construct a diversion channel and drainage infrastructure on the west side of TRF. Underground storm sewer will be installed along Barzen Ave and Greenwood St, along with a new sanitary sewer
- This week: Storm sewer installation will continue as well as completion of boring through Highway 32.
- Next week: Same.
- Traffic Impacts: Lane closures along Greenwood St., Oakland park Rd., and Highway 32. Shoulder closure on the north side of Greenwood St. from TH 32 to Oakland Park Rd

- Replace Hwy 1 culvert west of the intersection with Hwy 59

- Next week:
- Traffic Impacts: Once this project begins, motorists will detour onto 190th St NE and CR 14
- Replace Hwy 32 culvert south of Pennington CR 7
- This week: Culvert installation is complete. Crews begin paving today.
- Next week: The site will be complete as additional crews will continue paving Highway 32 from St. Hilaire to Thief River Falls.
- Traffic Impacts: Detour will continue. Motorists use CR 3, CR 20 and Highway 59.
- Traffic coming from south headed north, must take detour.
- From the north, motorists going to the hospital can still get through, using flaggers on site. However they will not be able to travel further south.
- Residents will have access maintained
