Project Overview

A sediment cleanup project is underway at Munger Landing, also known as the Clyde Avenue boat launch, to protect human health and the environment from contamination left behind from historic industrial discharges. The U.S. Environmental Protection Agency, in partnership with the Minnesota Pollution Control Agency, Wisconsin Department of Natural Resources, and industry are conducting the cleanup through the voluntary Great Lakes Legacy Act program. J.F. Brennan has been contracted to perform the cleanup work. The Munger Landing sediment cleanup project is part of a larger effort to restore and delist the St. Louis River as a Great Lakes Area of Concern.

The Project includes the dredging and off-site disposal of approximately 100,000 cubic yards of contaminated sediments across 38 acres. The Project will also restore eight acres of aquatic habitat and include replacement of the motorized boat landing and constructing a new sandy paddle sport launch. 

Work Completed

  • Dewatering pad constructed at Hallett Dock 7
  • Water treatment plant installed at Hallett Dock 7
  • Contaminated soil removal at boat landing completed
  • Approximately 62,000 cubic yards of contaminated sediments dredged and hauled to offsite landfill for disposal
  • Dredging and disposal of contaminated sediments in wetland areas south of Munger Landing
  • Invasive species treatment conducted

Upcoming Work this Summer/Fall

  • Dredging of remaining contaminated sediments from Munger Landing
  • Water treatment at Hallett Dock 7
  • Placement of approximately 35,000 cubic yards of clean sand cover over entire remedial footprint
  • Placement of organic rich biomedium across 8 acres of the remedial footprint to jumpstart plant growth and colonization of invertebrates
  • Transport of contaminated sediments to off-site landfills for disposal
  • Reconstruct boat launch and install a paddle sport landing north of the fishing pier

Work Schedule:
J.F. Brennan will be resuming full site construction activities at the end of June. Regular construction hours on land will be 12hrs/day 6 days per week. Construction hours in the water will be 24hrs/day 6 days per week. Noise from excavators and trucks is anticipated during workdays. Nighttime activities will not occur at the landing and truck traffic will be limited to daytime hours. Equipment in the water will use downcast lighting to minimize disturbance to the public.

Safety: The public is reminded to watch for truck traffic coming in and out of the Munger Landing and Hallett Dock 7 sites. The Lake Superior & Mississippi Railroad will also be resuming activity on the rail passing by the Munger Landing site. For your safety and the safety of the workers, please stay out of the work zones and the adjacent railroad tracks. Munger Landing will reopen to the public in the spring of 2024. Alternative water access is available at Boy Scout Landing and Rice’s Point.
