Following updates the State of Minnesota made to the Provider Hub earlier this month, these improvements are now live in the online tool.

Licensing/certification

Providers can no longer withdraw rejected applications and change requests

Providers could previously withdraw business license applications (BLAs) that their licensor had already rejected — both initial applications for licensure/certification and requests to change information about their program (“change requests”). This was a defect in the system.

Now, providers can't withdraw rejected applications and change requests.

If they try to withdraw one with a “Rejected” status, they get this message:

Child Care Assistance Program (CCAP)

Bell notification for MEC2 PRO user attestation now directs to correct page

When a Provider Hub user with Delegated Authority access requests MEC2 PRO access for someone else, that user must log in to the online tool and complete an attestation. Once logged in, they find a bell notification (in the top-right corner of their screen) with instructions on how to complete the attestation.

Previously, when the user selected this notification, they were taken to an incorrect page.

Now, upon selecting the notification, the user is taken to the attestation they need to complete before getting access to MEC2 PRO.

Enrollment & Attendance

Individual entering drop off and pick up times can now be recorded

New fields to record the individual entering drop off and pick up times are now available in both the child care management system (CCMS) integration option and the import attendance option of the Enrollment & Attendance (E&A) feature.

Import attendance option upgraded

The import attendance option now also allows child care providers to:

  • Enter multiple in and out times for a child on the same day (like if a child attends care before and after school)

  • Upload more data at once, with increased size limit for .CSV files

  • More simply identify and correct entry errors in the template
  • Upload child, guardian and attendance information in one .CSV file

  • Enter actual times (not just in 15-minute increments)

Background

The Provider Hub Enrollment & Attendance (E&A) feature is available to child care centers.

It has three options to record programs’ enrollment and attendance information in the Provider Hub:

  • Kiosk: Parents/trusted adults use the Provider Hub Enrollment & Attendance kiosk on a phone, tablet or computer supplied by the child care provider to check their children in and out of the program — this is a free option similar to how private electronic attendance systems work.

  • Import attendance information: Providers that use a child care management system (CCMS) not currently integrated with the Provider Hub and don’t want to use the kiosk option can manually upload their child, guardian and attendance information in a .CSV file.

  • Child care management system (CCMS) integration: Providers that use specific private attendance systems can set their attendance data to automatically transfer from that system to the Provider Hub E&A feature. Currently, Arux, Brightwheel and Daily Connect integrate with the Provider Hub. The Department of Children, Youth, and Families (DCYF) is working on adding integrations with more CCMS vendors.

As of June 22, 2026, some providers paid by the Child Care Assistance Program (CCAP) are required to use the Provider Hub E&A feature to report child attendance information to DCYF. For more information, visit New Electronic Attendance Record Requirement | Minnesota Engage DCYF.
