MBA staff use this communication to provide news and updates regarding Area Plan and related AAA activities.


Area Plan updates

Updated Year 1 (CY 2025) budget due March 31, 2026

AAAs must upload to Foundant an updated Year 1 (CY2025) Area Plan budgets by 9 a.m. on Tuesday, March 31, 2026 (see AAA Operations Policy #12: Reallocation of Funds Between AAAs).

Updated Year 1 (CY 2025) Area Plan budgets should reflect reductions to AAA federal and state awards that were:

  • Direct service awards not obligated by Dec. 19, 2025 in direct service contracts, and
  • Administrative awards not spent by Dec. 31, 2025. Administrative awards include:
    • OAA Title III Admin
    • OAA Title III-B Program Development and Coordination (PD&C)
    • Senior Nutrition one-time
    • Minnesota Aging Pathways (MAP) operations.

If needed, MBA staff will answer questions about this requirement at the upcoming Q1 meetings or via email.

Minnesota Aging Pathways Tool awards guidance

AAAs with MAP Tool Year 1 (CY 2025) Area Plan Grant awards should continue to use their Year 1 (CY 2025) unspent balance for MAP Tool expenses through June 30, 2026.

  • AAAs should use their Y1-CY25 payment workbook to request the unspent balance for their MAP Tool Year 1 (CY 2025) awards.
  • Once Year 1 (CY 2025) awards are fully expended, AAAs should start to use MAP Tool Year 2 (CY 2026) Area Plan grant awards. AAAs should use their Y2-CY26 payment workbook to request reimbursement from their MAP Tool Year 2 (CY 2026) award.

Note: This guidance does not apply to the Year 1 (CY 2025) award for the Database Management Program.

Minnesota Aging Pathways Operations awards guidance

AAAs must use MAP Operations Year 2 (CY 2026) awards for operations expenses between Jan. 1, 2026 and Dec. 31, 2026. We will evaluate and distribute any unspent MAP Operations Year 1 (CY 2025) award balances according to availability and business needs.

Through June 30, 2026, AAAs should prioritize requesting reimbursements for MAP Operations Year 2 (CY 2026) funding from the following sources:

  • Up to 70% of MIPPA federal funding sources
  • Up to 50% of state funding sources (I&A, PAP, LTCC, and RTC)

Reminder: PD&C reimbursements

MBA cannot reimburse AAAs for PD&C expenses until the AAA has expended 10% of its OAA Title III Admin budget for Year 2 (CY 2026).

Until AAAs are reimbursed for at least 10% of their Admin budget, MBA must deny any PD&C reimbursement requests. If a PD&C request is denied, the AAA must resubmit the PD&C request (See AAA Operations Policy #6: Program Development and Coordination).

MBA anticipates this threshold will not be met until the end of March 2026.

National Slam the Scam Day is March 5, 2026

Scammers continue to evolve, but there’s power in awareness. On National Slam the Scam Day, share these tips with your friends and family:

  • Real government officials will never threaten legal action if you don’t pay immediately.
  • They will not demand payment with gift cards, cryptocurrency, or wire transfer.
  • They won’t promise benefit increases in exchange for money or personal info.

Stay alert, hang up on suspicious calls, and report scams at the OIG - Report Fraud website. Together, we can help protect our communities!
