DHS announces town hall meeting regarding Psychiatric Residential Treatment Facilities services analysis

The Minnesota Department of Human Services (DHS), in collaboration with Public Consulting Group (PCG), is announcing an initiative to strengthen Psychiatric Residential Treatment Facility (PRTF) services statewide. PRTF providers offer active treatment to children and youth under age 21 with complex mental health conditions. PRTF provides an inpatient level of care in a residential facility rather than a hospital.

The legislature has called for actionable recommendations to address key challenges in PRTFs, including:

  • Reducing youth boarding in hospitals while awaiting PRTF admission
  • Expanding provider capacity and removing barriers to entry
  • Improving sustainability within the current rate methodology

To achieve these goals, DHS has contracted PCG to support analysis of PRTF services through a review of existing rules, regulations, policies and rate structures. This review will be informed by community partners through engagement in town halls and a PRTF services workgroup.

A Town Hall will be held to kick off the analysis of PRTF services in Minnesota and work towards developing actionable recommendations to address the key challenges identified by the legislature. All are invited to attend and can register for the town hall online.

When is it? The Minnesota Department of Human Services PRTF Services Town Hall will be held Friday, Jan. 23 from 11:30 a.m. to 1 p.m. CST.

What is the purpose? The town hall is a space to introduce the PRTF services project to the community and to hear from key partners, tribes, youth and families about the current gaps and barriers in PRTF services in Minnesota.

Who should attend? All community partners associated with the service delivery of PRTFs in Minnesota. This could include,PRTF providers, prospective PRTF providers, referral resources such as case managers or community-based providers, county or state agency staff who support PRTFs, tribal nations, youth and families.
