Public comment on Mental Health and Substance Use Disorder Federal Block Grant application and plan

The Behavioral Health Administration is developing the federal fiscal year 2026-2027 Community Mental Health Services Block Grant (MHBG) and Substance Use Prevention, Treatment and Recovery Services Block Grant (SUPTRS BG) application and plan that will be submitted to the Substance Abuse and Mental Health Services Administration (SAMHSA) on August 29, 2025. The application and plan will include an assessment of Minnesota’s behavioral health service system and plans for how we will use the block grants and other resources to support and improve mental health and substance use disorder services in the coming years.

The following two sections are now available for public comment:

• Steps 1 and 2: Assessment of the strengths, capacity, and unmet service needs and gaps for mental health and substance use disorder services in Minnesota
• Environmental Factors and Plan

Please provide any feedback by Thursday, August 28 if possible. Feedback provided after this date will still be accepted and the plan for mental health and substance use disorder services will continue to be updated on an ongoing basis.

Another e-memo will be sent when the additional sections of the application and plan are available for review.
