School-Based Services grant application for implementation, enhancement and expansion of Medicaid & CHIP mental health services is available


The Minnesota Department of Human Services (DHS), through its Behavioral Health Administration (BHA) School-Based Team, is seeking applications from qualifying school districts to implement, enhance or expand a sustainable infrastructure to provide reimbursable behavioral health services within their schools. This grant program will provide start-up funding to develop the necessary framework and overcome barriers for delivering and sustaining critical mental health services for students eligible for Medicaid reimbursement.

This grant will fund up to $23,763 per applicant to and will prioritize Minnesota school districts serving rural school districts and/or tribally enrolled students. Grant funds can be utilized to support hiring qualified staff to support the Medicaid billing infrastructure, establish supervision structures for effective service delivery, enhance telehealth capabilities to expand access to care and/or implement Medicaid billing systems that support financial stability for behavioral health services in Minnesota schools.

Qualifying school districts are Minnesota local education agencies, including BIE-funded schools, as defined in 2 C.F.R. § 303.23 and educational service agencies, as defined in 2 C.F.R. § 300.12, that provide/intend to provide children’s behavioral health services.

To apply for this funding, a responder must be a qualifying school district that currently provides or plans to provide children’s behavioral health services. School districts serving rural areas, Tribal Nations, Indigenous communities, and populations experiencing significant health disparities are strongly encouraged to apply. Responders must apply using Behavioral Health Administration’s (BHA) online grant management system. All applications must be submitted by 4 p.m. Central Time on Friday, Aug. 29, 2025.

It is solely the responsibility of each responder to ensure that its proposal is submitted electronically, in the specific format and prior to the deadline for submission. Failure to abide by these instructions for submitting proposals may result in the disqualification of any non-complying proposal.

Responders’ Conference

A Responders’ Conference will be held on Wednesday, Aug. 20, 2025, at 1 p.m. CT, via Microsoft Teams. The conference will serve as an opportunity for responders to ask specific questions of State staff concerning the project. Oral answers given at the conference will be non-binding. Attendance at the Responders’ Conference is not mandatory but is recommended.
