DHS updates SFY2026 Behavioral Health Fund eligibility guidelines and administrative allowance


The Minnesota Department of Human Services (DHS) has updated its guidelines for determining Behavioral Health Fund financial eligibility for substance use disorder (SUD) treatment. Please read and follow the guidelines in DHS-6770 effective from July 1, 2025, through June 30, 2026.

While Medicaid enrollment is not required, individuals who qualify for funding may be Medicaid eligible and are encouraged to use the Behavioral Health Fund income eligibility process as an opportunity to start the Medicaid application process. When enrolled in Medicaid, the program provides individuals with a range of health care services to enhance their health and well-being.

Minnesota Statute section 254B.02, Subd. 5 notes that the commissioner may make payments to local agencies to support administrative activities. Please review the Tribal and County administration allowance maximum amounts in DHS-8597 for State Fiscal Year 2026.
