DHS issues RFP for problem gambling awareness and prevention campaign proposals


The Minnesota Department of Human Services, through its Behavioral Health Administration (BHA), is seeking proposals from qualified Responders to develop and implement a comprehensive statewide public campaign focused on preventing problem gambling. This initiative aims to raise awareness, promote treatment services and engage historically underserved communities through educational workshops and outreach, diverse media distribution and the promotion of the Minnesota Problem Gambling Helpline. Grantees will be responsible for project management, regular reporting and developing culturally specific outreach strategies to ensure equitable access to resources and reduce stigma around problem gambling. The term of any resulting contract is anticipated to begin July 1, 2025, until June 30, 2030. BHA may extend the contract up to a total of five years.

Proposals must be submitted by 4 p.m. Central Time on Feb. 28, 2025. The RFP must be emailed to janet.asamoah@state.mn.us with the subject line:

This Request for Proposal (RFP) does not obligate BHA to award a contract or complete the project, and the BHA reserves the right to cancel the solicitation if it is in its best interest. All costs incurred in responding to this RFP will be borne by responder.
