The Minnesota Department of Human Services (DHS) Behavioral Health Administration is continuing to provide mental health targeted case management (MH TCM) Rule 79 training. In addition to the current offerings, the Behavioral Health Administration is adding the 2024-2025 training series.
Through this training series, case managers will demonstrate an increased knowledge and skillset in providing adult and children’s targeted case management services. This training is designed to enhance the case manager’s skills and explore the characteristics of the people they serve.
Rule 79 Case Management Training details
To qualify for completion of training, enrollees must attend one of the following classes. The capacity for each date is 80 enrollees.
BH121: Characteristics and needs of people served; targeted case management skills (Instructor: Jessica Kisling)
- Dec. 10, 2024, from 12:30 to 4:30 p.m.
- Jan. 16, 2025, from 12:30 to 4:30 p.m.
- Feb. 11, 2025, from 12:30 to 4:30 p.m.
- March 7, 2025, from 12:30 to 4:30 p.m.
Note: This class consolidates the content of the previous BH121 and BH122 training opportunities.
The Adult Mental Health and Children’s MH TCM Rule 79 curriculum includes:
- Collaborative strategies that empower the person served
- Targeted case manager roles and responsibilities
- Targeted case management eligibility requirements
- Characteristics of adults with a severe and persistent mental illness (SPMI)
- Characteristics of children with a severe emotional disturbance (SED)
- Billable targeted case management activities
- Legal and ethical aspects of practice
- Targeted case management process
- Risk and crisis assessment
- Equity-based mental health case management practice
Consistent with Minnesota’s mission to become an anti-racist state, MH TCM curriculum contains content that promotes equity and diversity.
Target audience: This training series is solely for adult and children’s mental health targeted case managers who have not had 2,000 hours of supervised experience in the delivery of mental health services to adults with mental illness or children with a severe emotional disturbance. Enrolled learners must have 40 hours of commissioner-approved adult mental health or children’s mental health targeted case management Rule 79 training.
Reference: The Adult Mental Health Act, Minn. Stat. 245.462, subd. 4(e)(2), and the Children’s Mental Health Act, Minn. Stat., 245.4871, subd. 4(f), require adult and children’s mental health targeted case managers who have not had 2,000 hours of supervised experience in the delivery of mental health services to adults with mental illness or children with a severe emotional disturbance, to have 40 hours of commissioner-approved adult mental health or children’s mental health targeted case management Rule 79 training.
This curriculum has been approved by the commissioner and meets the legal content requirement outlined below. Enrollees who attend training will earn a certificate of completion provided by DHS.

Important: Protected class harassment and discrimination is prohibited. This includes, but is not limited to, the following behavior when it is based on actual or perceived membership in a protected class: offensive jokes, slurs, derogatory remarks, epithets, name-calling, ridicule or mockery, insults or put-downs. This includes stereotypes of protected classes. Additionally, racial microaggressions, verbal or written, will not be tolerated, nor will intentional misgendering or interfering with the presenter’s leadership of the session. Based on the severity of the offence, the presenter may issue a warning first and, if persisting, eject the participant from the session. However, the presenter may at any time choose to eject the attendee, without warning, for violating this agreement if they deem the behavior to be harmful to the individuals in the training.

Follow these steps to enroll in the Rule 79 Trainings:
- Ensure your TrainLink profileis current.
- Go to the Adult and Children’s Mental Health Learning Center, select Upcoming Webinars” then select “All Behavioral Health Rule 79 Case Management Webinars.”
- Sign into the class with the same name used in TrainLink to ensure that attendance is accurately recorded.
Use these instructions for more details about how to enroll in these trainings. If you do not have a Unique Key, you will be required to get one. Completion certificates are emailed to the email address in your unique key profile.
IMPORTANT: The registration deadline is one business day before the day of training. Also, registration is non-transferrable from original registrant to another attendee.
