In 2021, the Minnesota Legislature directed DHS to work with the National Association for Regulatory Administration (NARA) to develop revised licensing standards which “are grounded in national regulatory best practices” and “must protect the health and safety of children and be child-centered, family-friendly, and fair to providers” for both family child care and child care centers.
The draft standards for family child care and child care centers were released on April 22, 2024, followed by a series of opportunities for stakeholders to provide feedback including informational webinars, listening sessions across the state, an online public survey, one-on-one provider interviews, a project email inbox, and licensor focus groups.
Key Themes Reports for family child care and child care centers were prepared outlining the significant findings and insights gathered from these feedback efforts. The reports have been posted on the project website, under the "Resources" and "Get Involved" tabs, with direct links to the reports below.
As the Minnesota Department of Human Services prepares to release another draft this year, the key themes identified in each report will serve as critical guideposts. Following the release of the upcoming draft, DHS will welcome feedback from all stakeholders to help shape the final version of the revised licensing standards, which will be proposed during the 2026 Legislative session. More details of future stakeholder opportunities will be shared once the revised draft is released.
