Updates to 3rd Path billing process go live Aug. 27, 2024


An updated 3rd Path room and board billing process will go live on Aug. 27, 2024. Minnesota Statute requires counties to provide, or arrange to provide, residential services for children with severe emotional disturbance. The 3rd Path was developed to assist parents and guardians with accessing the residential treatment level of care without necessitating county or tribal involvement.

As of July 1, 2024, counties and tribes no longer receive allocations for room and board costs related to 3rd Path placements. Those costs will be billed directly to DHS by providers. 

If the child is enrolled in Fee for Service Medical Assistance (MA) the county must share in treatment costs not paid by the Federal Participation. The county’s responsibility for treatment costs does not depend on how the child was admitted to treatment, but it depends on whether the child is enrolled in MA. 

For children enrolled in one of the initiative tribes, providers will continue to bill the tribes for the treatment costs. Tribes will then continue to submit the cost to the state. 

If a child is enrolled in a managed care organization (MCO), the MCO will be responsible for the treatment portion of costs, and room and board costs will be billed through the state.
