Counties are eligible to provide peer recovery support services to individuals with a substance use disorder


The Minnesota Department of Human Services (DHS) has received approval to the state plan amendment allowing DHS to implement a process incorporating the 2023 legislation that allows counties to provide and bill for peer recovery support services (254B.05 subdivision 1(c)).

To be an eligible provider of peer support recovery services, counties will need to complete and submit an Assurance Statement (DHS – 7820) attesting that the county will:

  • Provide peer recovery services according to the requirements of Minnesota Statutes, section 245G.07, subdivision 2 (8)
  • Ensure that an individual who meets the staffing credentials identified in Minnesota Statutes, section 11, subdivisions 1 and 8, will provide peer recovery services.

This change in legislation offers an opportunity for counties to provide peer support services and contribute to the well-being of individuals with substance use disorders.
