SFY 2025 Behavioral Health Fund Eligibility Guidelines and Administrative Allowance


The Minnesota Department of Human Services has updated its guidelines for determining Behavioral Health Fund financial eligibility for substance use disorder treatment. Please read and follow the guidelines effective from July 1, 2024, through June 30, 2025.

While Medicaid enrollment is not required, individuals who qualify for funding may be Medicaid eligible and are encouraged to use the Behavioral Health Fund income eligibility process as an opportunity to start the Medicaid application process. Enrolling Behavioral Health Fund recipients in Medicaid provides these individuals with the range of health care services they need to move forward in their recovery.

Minnesota Statute section 254B.02, Subd. 5 notes that the commissioner may make payments to local agencies to support administrative activities. Please reference the Behavioral Health Fund State Fiscal Year 2025 Administrative Allowance report for tribal and county administrative allowance maximum amounts for State Fiscal Year 2025.
