The Minnesota Department of Human Services (DHS) Behavioral Health Division seeks applications to fill 13 open positions for the Behavioral Health Planning Council.
Launched in 2017, the Minnesota Behavioral Health Planning Council advises the Behavioral Health Division on Minnesota’s combined Mental Health and Substance Abuse Federal Block Grant.
To apply for an open position, visit the Minnesota Secretary of State website and go to the “Boards and Commissions” tab, then click “Open Positions.” Positions are listed under Behavioral Health Planning Council.
Responsibilities
- Review Combined Substance Abuse and Mental Health Federal Block Grant plans and applications and submit recommendations to DHS for modifications to the grant
- Serve as an advocate for adults with serious mental illness, children with severe emotional disturbance, other individuals with mental illnesses and people experiencing or at risk of experiencing substance use disorder
- Monitor, review and evaluate (not less than once each year) the allocation and adequacy of mental health and substance use disorder programs and services within the state
- Inform DHS about issues at the local level
- Point out structural gaps in the system and identify barriers in the delivery of services to communities
- Consult on policy development when DHS shares what they are planning and ask for the council’s feedback
- Offer insights for consideration on effective measures and themes/issues DHS should consider in its work
- Represent council activities under the direction of the Minnesota Department of Human Services Behavioral Health Division as needed
- Participate in continuous development of the council, including group norms/values, leadership and decision-making structures’
Time Commitment
New representative terms will be two years. Members are expected to attend all meetings and are not allowed to send a proxy. Members may be asked to participate in workgroups outside of meeting times. Full orientation for new representatives will happen outside of meeting times and will be scheduled as needed.
Meetings
Bi-monthly meetings are held on the first Monday of the month from 1 to 3 p.m. Remaining meeting dates for 2024 are June 3, Aug. 5, Oct. 7 and Dec. 2.
Compensation
Compensation is $55 per diem with additional reimbursement of mileage when meetings are held in person. Meals, parking, lodging and childcare expenses will be reimbursed according to DHS policy.
