The Family First Prevention Services Act (FFPSA) requirements for placements in congregate care facilities certified as Qualified Residential Treatment Programs (QRTPs), including completion of QRTP assessments by Qualified Individuals (QIs), became effective in Minnesota on Sept. 30, 2021.

Timeline requirements for valid QRTP assessments
A qualified individual (QI) completes a QRTP assessment of a child prior to the child's placement in a QRTP (unless due to a crisis, when a child can be placed immediately). If a child must be placed immediately, the assessment must be completed within 30 days of that QRTP placement date, as stated in Minnesota Statutes 260C.704.
When a QI completes a QRTP assessment, it is valid until a youth is placed in a QRTP-certified facility. If the QRTP placement does not occur within 180 days, a new QRTP assessment must be completed. This policy would be consistent with the level of care determination outlined in Minnesota Statutes 245.4885, subd. 1(d). If a youth moves from one QRTP-certified facility to another QRTP-certified facility, a new QRTP assessment is required.
