The SSIS Business Operations section at DHS is seeking applicants for two SSIS System & Data Subject Matter Experts (SMEs) positions. Search the MN Career Site for Job ID #70970. (This is one posting for two opportunities) Applications will be accepted until November 21, 2023.
These positions will ensure that the Social Services Information System (SSIS) follows federal and state program policy mandates and guidelines for the requirements of the delivery social services in Minnesota as well as to continuously promote, assess, and ensure the existence of high-quality data in the SSIS. This includes improving child welfare practice, case worker efficiencies, enhanced capacity for program monitoring, and data reliability and validity for accurate data analysis to inform local and state agency decision making and policy development. Incumbents will apply knowledge of social service program policy, understanding of local agency needs, and the SSIS system functionality to analyze business/policy requirements for both new development and on-going system maintenance related to one or more program/policy areas (ex: child protection, fiscal, adult protection/services, permanency, adolescent services) related to system data integrity. Positions may focus on areas such as system administration, system access and security, federal reporting (AFCARS, NCANDS NYTD), system reporting, and data stewardship.

Over the past few years work has been completed to update the in-home child protective services plan in SSIS, now titled In-home Family Support Plan. This new plan will replace both the Child Protective Services Plan and the Family Assessment Response Plan. The update addresses Family First Prevention Services Act (FFPSA) related needs and improves consistency.
A workgroup process was developed to update the in-home service plan. The new plan is to be used with child protection cases when children remain in-home with their parents or caregivers. One service plan will be available for ongoing case management for open child protection case management workgroups where children remain home with their families regardless of the originating workgroup track (Family Assessment or Family Investigation). To meet the requirements of FFPSA, prevention services candidates are required to have a child specific placement prevention services plan as part of their case plan. These requirements are built into the In-Home Family Support Plan.
The new In-Home Family Support Plan will be released November 29 as part of SSIS Statewide Release v23.4. Following the release of the new In-Home Family Support Plan, workers will no longer be able to create new Child Protective Service or Family Assessment Plans. Existing unfinalized plans will continue to be editable in SSIS. Case workers will now select In-Home Family Support Plan under “Plan Type” in SSIS to create a case plan with families receiving in-home child protection case management. Updated Child Welfare and Parent Support Outreach Program (PSOP) service plans will be included in a future SSIS release. New plans will include Help Text and an accompanying Job Aid for In-Home Service Plans.
The SSIS Business Section at DHS will be hosting a Statewide Release v23.4 coffee talk Tuesday, November 28 at 9:00 a.m. The presentation will include the In-Home Family Support plan update. Registration for the Coffee Talk is required. Additional learning opportunities regarding the new In-Home Family Support Plan will be forthcoming.
In SSIS, User Settings, User Grid Settings, and User Spelling Settings can be adjusted to display items in a certain way. It is recommended that workers you rely on saved settings for these rather than the defaults, back up their user settings in SSIS prior to each new release to ensure their saved settings are not lost. The process is easy and only takes a few minutes. Instructions to back up user settings in SSIS can be found here.
When a child is court ordered into the care of a non-custodial parent, a continuous placement is not entered in SSIS, or closed if the child was previously in a placement setting. A continuous placement record is required when a child is in a location classified as an out-of-home placement. Out-of-home placement means the 24-hour substitute care for all children placed away from their parents or guardians for more than 24 hours and for whom the local social service agency has supervision and care responsibility. Therefore, when a child is placed with a non-custodial parent, under Minnesota statutes, it is not a placement but a location and a continuous placement does not apply. This can be tracked in SSIS by entering a location with the setting as non-custodial parent.
A trial home visit only applies when
- Child has been adjudicated CHIPS
- Child is returning to the parent the child was removed from.
A trial home visit can last up to six months.
If you are working in SSIS and unsure how to answer something or don’t understand what the system is asking you, check out the help text for clarification. Throughout SSIS when you see a blue hyperlink, it will bring you to help text. The help text gives an explanation for the screen, defines the options provided, or gives more detail to the question. All of which can be very useful when completing data entry to ensure it is accurate.
Here is an example of what the Help text looks like in the placement screen:
County and tribal nation staff must refrain from adding or making changes to Alternative Care, Brain Injury, Community Alternative Care, Community Access for Disability Inclusion, Developmental Disabilities, Elderly Waiver, Essential Community Supports and Consumer Support Grant service agreements December 1-6, 2023, or until DHS sends an all-clear email to lead agencies. DHS will enter rate changes in MMIS and run the automation process during this time.
