What:
Changes to the Drug and Alcohol Abuse Normative Evaluation System, commonly known as DAANES, in response to legislation that passed during the 2023 Session, will impact how providers enter client data into the DAANES system. These changes are scheduled to be implemented on Jan. 17, 2024.
The areas of statute that address the necessary changes in the DAANES system are MS 254B.05, subd. 5 (i) (Chapter 50, Article 2, Section 52) and MS 254B.04, subd. 6 (g) (Chapter 50, Article 2, Section 49). Descriptions of the new legislation are below:
· MN 254B.05 Subd. 5 (i) states “Payment for substance use disorder services under this section must start from the day of service initiation, when the comprehensive assessment is completed within the required timelines.”
· MN 254B.04 Subd. 6 (g) states “The local agency must redetermine a client's eligibility for the behavioral health fund every 12 months.”
Changes to 254B.05 Subd. 5 (i) allow for service initiation of treatment to begin prior to the completion of a comprehensive assessment within licensed treatment programs. Changes in DAANES were necessary to allow for a licensed treatment provider to complete the first section and add a DAANES admission record without requiring the completion of the comprehensive assessment information. The DAANES Comprehensive Assessment will be replaced and updated to Service Initiation Date and the 183-day updates will extend date spans to one year.
The following providers of substance disorder services impacted by this change:
· DHS and Tribally Licensed Substance Use Disorder Programs
· Recovery Community Organizations
· Counties and Tribes
· Licensed Professionals in Private Practice providing SUD services
Training is strongly encouraged for all providers. DAANES training dates have been expanded to support the upcoming DAANES changes.
Registration is required prior to the date you plan to attend. All trainings will provide the same information. Select the date you plan to attend to register.
· Tuesday, Nov. 14, 2023, 11:30 a.m. to 1 p.m. is a regularly scheduled training.
· Monday, Nov. 27, 2023, 9 to 10:30 a.m.
· Tuesday, Dec. 5, 2023, 2:30 to 4 p.m.
· Wednesday, Dec. 13, 2023, 11:30 a.m. to 1 p.m.
· Thursday, Jan. 4, 2024, 11:30 a.m. to 1 p.m.
