Adult Level of Care Update


The Department of Human Services (DHS) has created an online Necessity of Care document and process that is available to mental health professionals (MHPs) in order to determine appropriate levels of care for adults.   

The MHPs can choose to use  the Necessity of Care process or the Level of Care Utilization System (LOCUS). The Initial Assessment and Referral (IAR) is no longer available online. 

The Necessity of Care process allows MHPs to use their clinical judgement to document the appropriate level of care within the diagnostic assessment. DHS has eliminated the requirement for MHPs to complete a separate LOCUS tool to determine appropriate services for adults.  

Details about how to use the Necessity of Care process can be found within the Minnesota Health Care Programs (MHCP) provider manual, and in the FAQ document. Additionally, DHS has prepared a multipurpose document that includes eligibility criteria for each of the impacted services.  

MHPs may use the Necessity of Care document in multiple ways, including:

  • Create job aids/quick guides for other MHPs
  • Serve as a template compatible with specific electronic health records
  • Complete and attach to the diagnostic assessment
