The Minnesota Department of Human Services’ (DHS) Behavioral Health Division is seeking individuals and representatives of organizations, counties and Tribes and the recovery community who are interested in providing feedback for the enrollment and requirements for peer recovery support services vendors. To participate in this discussion, please complete the Enrollment and Requirements for Peer Recovery Support Services Vendors Participation Survey. The survey will be open until Friday, Sept. 29, 2023.
Minnesota Session Law 2023, Chapter 61, Article 4, Section 25 requires the Commissioner of human services to “… consult with providers, counties, Tribes, recovery community organizations and the recovery community at large to develop recommendations on whether entities seeking vendor eligibility for medical assistance peer recovery support services should be subject to additional provider enrollment and oversight requirements.” DHS is seeking input from substance use disorder recovery stakeholders to support the work of this legislation.
Peer Recovery Background Information
Peer recovery services have been Medicaid billable services since 2019 (254B.05, subd. 5, clause (4)). Currently, substance use disorder licensed treatment programs and Recovery Community Organizations (RCO) are the only eligible vendors to bill for these services. This past legislative session also added counties as an eligible vendor of peer services, effective Jan. 1, 2024, or upon federal approval, whichever is later. The Behavioral Health Division is interested in working with stakeholders to develop recommendations to help ensure the best care for those who are receiving services.
