The Behavioral Health, Housing, and Deaf & Hard of Hearing Services Administration is developing the federal fiscal year (FFY) 2024-2025 Community Mental Health Services Block Grant (MHBG) and Substance Use Prevention, Treatment and Recovery Services Block Grant (SUPTRSBG) application and plan that is due to SAMHSA by Sept. 1, 2023. The draft of the application and plan is now available for public comments. The application and plan consists of four sections:
- State Information section
- Planning Steps
- Priority Areas and Performance Indicators Tables and Expenditure Planning Tables
- Environmental Factors and Plan
The full draft of FFY 2024-2025 Block Grant application is available electronically via the web-based Block Grant Application System (WebBGAS) at https://bgas.samhsa.gov.

DHS wants to know your thoughts, questions and comments on the draft! Review the Step 1 and Step 2 narrative sections using the two PDF links above, and the other sections of the applications using the WebBGAS login. Please submit your comments to Johanna Schels at johanna.schels@state.mn.us.
If you would like your comments to be considered before the application is finalized, please submit your comments no later than 5 p.m. on Monday, Aug. 28, 2023. Comments submitted after Aug. 28, will not be in the final application but will be reviewed and considered for future revisions.
After Sept. 1, 2023, the public will be able to view the final application on WebBGAS. DHS will continue to accept public comments until Sept. 30, 2023.
