The Minnesota Department of Human Services, through its Child Safety and Permanency Division, invites you to attend an informational session about an upcoming opportunity for a request for proposal for the state Qualified Individual (QI) program on Aug. 30, 2023, from 1:00 p.m. to 2:30 p.m. at Join Zoom Meeting.
This opportunity is for a community agency to organize and oversee the Minnesota Family First Prevention Services Act (FFPSA) Qualified Individual (QI) program pursuant to Minnesota Statutes, section 260C.704 and section 260C.007, subd. 26c and 26d and FFPSA as noted under 115 – 123 PL 472(k)(3) Social Security Act. These requirements were effective Sept. 30, 2021.
Qualified individuals are integral to implementing Family First Prevention Services Act. When out-of-home placement is necessary, FFPSA supports placement in family foster homes and establishes processes to ensure that out-of-home placements in residential treatment facilities are the best settings to meet the child’s needs. This meeting will provide information about the assessment that is required when a county or Initiative Tribe social service agency recommends placement of a child in residential facilities certified as Qualified Residential Treatment Programs (QRTP). The assessment is completed by Qualified Individuals (QI), who are culturally competent trained professionals or licensed clinicians, including mental health professionals, under Minnesota Statutes, section 245.4871, subd. 27, When the Indian Child Welfare Act (ICWA) applies to children, county agencies must contact their Tribe/s immediately to provide an opportunity to designate a QI. The RPF will be seeking a community agency to coordinate an assessment request with a statewide pool of trained QI.
