This general report, found under the ‘Placements’ folder in SSIS, shows unlicensed providers currently associated to an open placement. Currently it is not including unlicensed providers associated only with open placements with the setting type of "Foster family home – kin".
This defect will be fixed in an upcoming release.
Proofing message #1190 regarding missing license on any Child Foster Care Report related payments will continue to appear.
The COVID-19 Related sub-service code 87 was implemented statewide at the start of the public health emergency (PHE) effective March 1, 2020. The federal PHE ended May 11, 2023. This sub-service code has been end-dated effective May 11, 2023, for all agency databases statewide and can no longer be used on time records.

Bulletin 23-32-03 Pre-Northstar Foster Care Program Maintenance Rates, published May 8, 2023, Provides county and tribal human service agencies and private child placing agencies with the foster care payment rates for children continuing in the same family foster home that they resided on December 31, 2014.
This bulletin provides guidance for the maintenance and difficulty of care payment rates by age category for the Pre-Northstar Legacy foster care program.

Two new ITV contact methods, In client’s home and Not in client’s home, will be available May 24, 2023, after deployment of SSIS Statewide Release v23.2. The method selected will route the corresponding MMIS telehealth place of service to indicate whether the client was in their home, or not at home, during the ITV contact (originating site). Selecting the Case Manager’s Location on the time record will route the corresponding MMIS place of service on the claim as the distant site.
Agency staff are asked to refrain from claiming until deployment of SSIS Statewide Release v23.2 May 24, 2023. If the new ITV contact method needs to be recorded in SSIS between May 12 and May 23, 2023 the Cnty Acctg field should be used for time tracking purposes. Time records entered during this time will be updated to the applicable method of ITV once available.
Contact should continue to be documented in the recipient’s time record. When entering ITV contact in SSIS, the following fields should be completed:
Activity: Client contact or collateral contact
Method: Face to face
Location: Select location of Case Manager (ex: Field/Home, Office)
Cnty Acctg: ITV (free text field)
Instructing workers to enter ITV in the Cnty Acctg field during the interim period will allow time records to be identified on the Client Time Detail Report located under Tools > General Reports > Healthcare Claims > Client Time Detail in SSIS. The report can be filtered by the Cnty Acctg field. ITV entries under the Cnty Acctg field should be updated to reflect the method, In client’s home or Not in client’s home, before billing contacts through a healthcare claim batch.
More information on ITV will be published in a DHS bulletin later this month. SSIS staff will provide technical assistance to guide and support providers during the interim period and after Statewide Release v23.2.

Foster care and placement-related activities are excluded services from targeted case management (TCM). When claiming TCM, note the case management activity provided to the child/family, such as:
- Monitoring and Coordination: Review of goal progress and effectiveness of services, resources, and supports
- Assessment: Assessing child's needs on a regular basis
- Planning: Service planning, achievement of goals
- Referral and Linkage: Resources and needed social services
This is important to remember for all TCM billable time records. Special care should be taken to note the applicable case management service provided when billing TCM with the QRTP Family & Permanency Team Meeting activity.

SSIS users are invited to join the DHS SSIS Business Operations Section at DHS as they host three coffee talks during the months of May and June. Registration is required for each session and will remain open until the webinar begins. Presentation recordings and materials will be posted to the Minnesota Child Welfare Training Academy website seven to ten business days following the events.
