Work for local agencies to be able to claim for Title IV-E Prevention Services reimbursement is currently underway.
Claiming requirements include:
- Service approval by our federal partners for Motivational Interviewing (MI) and Parents as Teachers(PAT) in Minnesota’s Five-Year Prevention Services Plan - (completed, Q4 2022)
- Prevention candidacy eligibility determination (must be done by local agencies at the time of provision of MI or PAT, not retroactively) with a determined eligible candidate for prevention services
- A case plan inclusive of prevention services requirements (must be completed by local agencies at the time of provision of MI or PAT)
- Claiming functionality in SSIS Worker for local agencies and at state level to report to our federal partners
Prevention candidacy eligibility determination process and case plans inclusive of prevention services requirements within SSIS are actively being worked on, with a target of being released later this year. Claiming functionality is also actively being worked on; a tentative date for release in SSIS Worker has not yet been determined.
Policy training for local agency staff on the requirements and delivery of Parents As Teachers and Motivational Interviewing, will begin soon, to ensure local agencies are prepared for providing prevention services. Information on claiming for those services will be provided once the claiming functionality SSIS is in place.
We have added the Targeted Case Management Provider Interactive Video Assurance Statement (DHS-8398) (PDF) to our searchable document library (eDocs). Effective May 12, 2023, the following TCM providers choosing to use interactive video for Medical Assistance reimbursement for TCM must attest to the safety and effectiveness of interactive video for the person served, according to Minnesota Statutes 256B.0625, subdivision 20b:
- Child Welfare Targeted Case Management (CW-TCM)
- Children’s Mental Health Targeted Case Management (CMH-TCM)
- Adult Mental Health Targeted Case Management (AMH-TCM)
- Vulnerable Adult/Developmental Disability Targeted Case Management (VA/DD-TCM)
Each provider is required to have a completed Targeted Case Management Provider Interactive Video Assurance Statement (DHS-8398) (PDF) on file with Minnesota Department of Human Services to receive Medical Assistance reimbursement for TCM through interactive video beginning May 12, 2023. Refer to the “Targeted Case Management interactive video standards go into effect May 12, 2023”, news message published on this webpage March 2, 2023, for more information. Watch for a bulletin and MHCP Provider Manual section updates issuing TCM interactive video guidance from us in the coming weeks.
To gain a better understanding of end users’ work, plan for training needs, and build relationships with local agencies, the SSIS Manager and members of the SSIS Learning and Development team will be doing site visits at Wright, Scott, and Des Moines Valley Health and Human Service agencies. These visits will also help inform work to address the issues identified in the CP Paperwork Reduction Bill like onerous case plans and duplicative data entry.
The SSIS Help Desk has received questions regarding court orders for expungement of SSIS data. The term “expungement” relates specifically to criminal records. There is an appeal process for reversing maltreatment determinations and laws exist regarding the purge of SSIS data based on the program area. Guidance is being obtained from the DHS General Counsel’s office on how agencies should respond to these orders. If a court order to expunge SSIS data is received, please contact the SSIS Help Desk before deleting workgroups.

SSIS users are invited to join the DHS SSIS Business Operations Section Tuesday, May 23, at 9:00 a.m. as they share what’s ahead in SSIS Statewide Release v23.2. Registration is required and will be open until the webinar begins. This session will be recorded and posted to the Minnesota Child Welfare Training Academy website, under SSIS Training, seven to ten business days following the event.
Statewide Release v 23.2 includes changes to:
- Children’s Mental Health (CMH)
- Documents
- Permanency
- Continuous placement
- Service Plans: Out of Home Placement Plan (OHPP)
