Reposting and updating the Request for Proposals: IRTS modification grants offered to qualified grantees

This is a reposting of a previous RFP originally posted on Jan. 24, 2023. The repost includes updated key information including clarification of the target population and extension of the award expenditure timeline.

The Minnesota Department of Human Services (DHS), through its Behavioral Health Division ("State"), is seeking proposals from qualified responders to create and implement Intensive Residential Treatment Services (IRTS) within a locked facility. The responder must be willing and able to serve clients who have been transferred from a jail and/or who have been deemed incompetent to stand trial and court ordered to receive treatment in a locked treatment facility. The IRTS modification grant is established under Minnesota Chapter 99, article 3, section 7.

The purpose of this Request for Proposals (RFP) is to provide modification funds to create and implement intensive residential treatment services within locked facilities. The locked setting will be able to serve clients who have been transferred from a jail and/or who have been deemed incompetent to stand trial and court ordered to receive treatment in a locked treatment facility. The addition of locked IRTS facilities will create additional options for clients who need IRTS treatment within a setting where staff are able to supervise access to the community. The increase in discharges from secure settings to locked IRTS facilities will aid in decompressing secure facilities serving clients who are not appropriate for the secure level of supervision.

The proposal must be submitted and received electronically by 4 p.m. CST on Apr. 14, 2023 to be considered. Late proposals will not be considered and will not be opened.  Faxed proposals will not be accepted.

This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. Responder’s Conference

A Responders’ Conference will be held on Mar. 29, 2023, at 2 p.m. CST via Webex. The conference will serve as an opportunity for responders to ask specific questions of State staff concerning the project. Attendance at the Responders’ Conference is not mandatory but is recommended. Responders may attend via conference call. Oral answers given at the conference will be non-binding. Written responses to questions asked at the conference will be posted on the RFP website after the conference.
