The Children’s Mental Health Residential Services Path (3rd Path) Bulletin, 22-53-02R, created to provide parents, advocacy organizations, Black, Indigenous and People of Color (BIPOC) communities, counties, initiative and non-initiative tribal agencies, pre-paid health plans/managed care organizations (MCOs), Children’s Residential Facilities (CRF) and people served with information about the Children’s Mental Health (CMH) Residential Services Path was revised January 17, 2023.
County and Tribal agencies that have opted to receive the Children’s Mental Health Residential Services Path allocation, can find their 2022/2023 Room & Board allocations Here. Allocations must be used by June 30, 2023.
180 Degrees – St. Cloud, license #110675, has been issued a Conditional license effective March 7, 2023, for up to 2 years. Due to this license status, this facility/program is ineligible for Title IV-E funding and this facility/program will remain ineligible until the license for this facility/program is in good standing (under Minnesota Rules, parts 2960.0510 through 2960.0530 (CRF).
The impact this conditional license will have on agencies due to non-compliance results in no title IVE reimbursement for eligible youth on the CFC report. Agencies will receive communication once 180 Degrees has met compliance and Title IVE reimbursement eligibility has been reinstated.

U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra notified states that the federal COVID-19 PHE will end May 11, 2023, in a Letter to U.S. Governors renewing COVID-19 Public Health Emergency (PHE).
For Targeted Case Management (TCM) providers, the TCM waiver (CV-24) allowing both phone and interactive video to meet minimum face-to-face contacts is allowed through end of day May 11, 2023, as outlined in Bulletin 21-69-04C and in the COVID-19 section of the Minnesota Health Care Programs Provider Manual.
New Interactive Video (ITV) standards go into effect May 12, 2023
Some of the temporary waiver modifications made during the PHE will become permanent according to Minnesota Statutes 256B.0625, subdivision 20(c) & 20b. Specifically, providers can now choose ITV to meet minimum face-to-face contact requirements when applicable within each statute for targeted case management.
Assurance statement
Providers choosing to have ITV as a reimbursed medical assistance option must have a Targeted Case Management Provider Interactive Video Assurance Statement on file with the Minnesota Department of Human Services (DHS) for these services:
- Child Welfare Targeted Case Management (CW-TCM)
- Children’s Mental Health Targeted Case Management (CMH-TCM)
- Adult Mental Health Targeted Case Management (AMH-TCM)
- Vulnerable Adult/Developmental Disability Targeted Case Management (VA/DD-TCM)
DHS will update providers when this assurance statement becomes available in the coming weeks.
Attestation requires compliance with the ITV requirements outlined in Minnesota Statutes 256B.0625, subdivision 20b, as well policies and procedures regarding the safety and efficacy of providing TCM services through ITV.
Bulletin
DHS will provide further guidance on new TCM ITV standards in an official DHS bulletin before the standards effective date of May 12, 2023.
As noted in January’s Update, the SSIS version 23.1 release included minor updates to the Adoption Placement Agreement (APA) (DHS-0312) and Adoption Placement Decision Summary (APDS) (DHS-0312A).
Additionally, both the eDocs version of the APA (DHS-0312) and the eDocs version of the APDS (DHS-0312A) are now updated to be consistent with the SSIS versions. The current eDocs version of the APA is dated 01-23, while the current eDocs version of the APDS is dated 02-23. You can find the version date on the upper right corner of each document.
Effective March 1, 2023, new APA and APDS submissions to Permanency Support unit staff must be via the current SSIS or eDocs versions. APAs and APDSs that have already been submitted to Permanency Support unit staff prior to March 1, 2023, do not need to be redone. Questions about the APA and APDS can be sent directly to your records and eligibility consultant or to the permanency quality assurance team via northstar.benefits@state.mn.us. Questions about SSIS can be sent by mentors to the SSIS Help Desk.
Want to adjust the default Redaction text when using the redaction tabs to redact documents in SSIS?
While the document intended to redact is still in Draft status:
- Go to the ‘Redaction Key’ tab, and
- click within any of the ‘Redaction Text’ rows to be changed
- delete or type highlight the row field text and type to replace the default ‘redaction text’ listed for the rows to be edited
- Save
The ‘Original text’ column will display what will be replaced by the ‘redaction text’ for that row.
Remember to use the check boxes in the Redaction key to tell the function which items should be replaced within the document.
Users are reminded to refer to their agency fiscal/worker mentor(s), coordinator(s), or supervisor for assistance with SSIS related questions. These staff can assist with resetting passwords, reopening closed work groups, and much more. If additional assistance is needed, designated mentors, coordinators, or supervisors should email the SSIS help Desk. All others will be referred to their agency mentors and coordinators.
The SSIS Business Section at DHS will be hosting the SSIS coffee talk, AFCARS 101, Tuesday, March 21, at 9:00 a.m. Registration is required and will close one hour prior to the event.
Presenters will be sharing the history of AFCARS, new elements, penalties, repository, bulletins, and more. All State and agency SSIS users are welcome.
