Last year a fix was created to resolve an existing defect that prevented copying OHPPs in SSIS. That defect also affected the CMH IFCSP and the fix was then applied to that plan as well late last year. The defect appeared when users typed the Current School or Current Grade in Education Detail of the OHPP or IFCSP document tab rather than ensuring the information was added to the education folder of the person node, which would then pull into the setup of either plan and appear in the document tab (both plans have now been updated so that they no longer allow for typing directly into these document fields, however, if workers are copying from an older plan they could still run into the problem and need to use the workaround).
If experiencing trouble when copying either plan, check the Education detail section in the Setup tab. If something has been typed into the Current School or Current Grade fields in the document, delete it, then enter the education information in the Education folder under the Person node. Remember to then redisplay the plan set up tab and refresh the person/child (two green circle arrows found at the end of the person field) in the OHPP set up screen. Check to make sure that the education detail is now showing in the education field of the setup tab, this will then autofill to the education fields within the document. This will allow users to copy the OHPP or IFCSP rather than needing to recreate them. SSIS mentors should contact the SSIS Help desk if further assistance is needed.
The Secretary of Health and Human Services (HHS) declared a public health emergency on January 27, 2020, pursuant to §319 of the Public Health Service Act (42 U.S.C. §247d), in response to the COVID-19 pandemic. The Consolidated Appropriations Act, 2023 (CAA) that was enacted December 29, 2022 has revised this provision. Under the CAA, the FMAP increase will gradually phase-out and end on December 31, 2023.
The CAA’s impact on FMAP rates is as follows:
- Calendar quarters occurring during which the declared public health emergency period is in effect thru March 31, 2023 - 6.2 percentage point FMAP increase
- Calendar quarter ending June 30, 2023 - 5.0 percentage point FMAP increase
- Calendar quarter ending September 30, 2023 - 2.5 percentage point FMAP increase
- Calendar quarter ending December 31, 2023 - 1.5 percentage point FMAP increase
- Calendar quarter beginning January 1, 2024 – Regular FMAP (no percentage point increase)
Title IV-E agencies do not need to take any action with respect to the changes in FMAP rates when reporting expenditures. The ACF will assure that the appropriate FMAP rate is applied (either initially or through a subsequent adjustment) based on the reporting of costs for title IV-E programs on Form CB-496.
- For calendar year 2022, please update the status ‘CMH Screening Tool completed,’ including screening tool, score, referred for diagnostic assessment, diagnostic assessment completed (if applicable), and diagnostic assessment date (if applicable and known) for the entire 2022 calendar year. This includes dates from 1/1/2022 through 2/21/2022, prior to the statewide release date of 2/22/2022 for the ‘CMH Screening Tool completed’ status. Please NOTE: The deadline to update all calendar year 2022 entries is March 15, 2023.
- For calendar year 2023, an additional exemption will be added to SSIS- ‘Exempt- receiving Children’s Mental Health case management.’

On Jan. 11, 2023, the federal government extended the COVID-19 public health emergency for an additional 90 days, until April 11, 2023. On Jan. 30, it announced it plans to end the emergency on May 11, 2023. The SSIS Business Section at DHS will be hosting the SSIS coffee talk, AFCARS 101, Tuesday, March 21, at 9:00 a.m. Registration is required and will close one hour prior to the event. This session will be recorded and posted, along with presentation materials, to the Minnesota Child Welfare Training Academy website seven to ten business days following the coffee talk.
