- This position will represent the Child Safety and Permanency Division (CSP) and Children and Family Services Administration (CFS). This role will implement SSIS system initiatives for all program areas represented within. The position will lead all change efforts, including coordinating efforts to implement integrated services for the Department of Human Services (DHS) and represent SSIS in the system modernization efforts.
- Major duties will include: project leadership and support from an enterprise-wide modernization efforts with counties and tribal nations, as well as all state program areas with the SSIS modules (ex: CSP, FOD, OIG-Licensing, MDH, ASD, DSD); Aligning SSIS modernization efforts with CFS and the enterprise modernization approaches, Represent CFS’s systems modernization efforts with the SSIS system and be responsible for providing thoughtful and appropriate updates, often requiring high-level discretion and sensitivity; may focus and lead on specific program areas for modernization, Business project leadership, project management, and stakeholder relations/engagement, and serving to provide back-up support to the SSIS Business Operations Supervisor

- This position is a temporary position focused on leading the Fiscal functionality of FFPSA Prevention services in SSIS
- Specifically, the position will work to ensure accurate and efficient development and system changes for claiming, proofing, and reports that meet user experience needs and policy requirements; provide support and technical assistance to agencies; and lead coordination with policy, FOD, and MNIT. This position will also work closely with SSIS Business Operations staff.
With the New Year, it is imperative that host agencies of Certified Residential Facilities (CRF) submit the following documents to the Minnesota Department of Human Services, Financial Operations Division (FOD):
These forms alert FOD of renewed contracts and rate changes. If these documents are not submitted timely, CRF rates are not up-to-date and could result in incorrect data on Service Arrangements/Payments.

Policy modification to targeted case management (TCM) services that temporarily allow phone and video visits in place of in-person, face-to-face contact will remain in effect until the federal public health emergency ends. For more information on the TCM waiver (CV-24) refer to Bulletin 21-69-04C and the MHCP Provider Manual.
The United States Department of Health and Human Services (HHS) extends the federal Public Health Emergency (PHE) in 90-day periods. HHS Secretary, Xavier Becerra, renewed the national declaration of a COVID-19 PHE. This renewed declaration became effective January 11, 2023. The Centers for Medicare and Medicaid Services (CMS) has committed to notifying states 60 days before the federal PHE ends.
When the federal PHE concludes, the TCM waiver (CV-24) will come to a close, and Minnesota Statute 256B.0625 subd. 20b will go into effect allowing interactive video to meet minimum face-to-face contact requirements for TCM services, except for children in continuous out of placement or receiving case management for child protection reasons. The Minnesota Department of Human Services (DHS) will provide guidance on any new TCM interactive standards prior to their effective date.

When HHS notifies DHS that the federal PHE ends (60 days before the PHE end date), the update will be communicated to providers.
The SSIS Statewide Release v23.1 includes an enhancement to the business rule for the Program Type field option to allow only Program Type 610 – Adult Protective Services to be selected when there is a Minnesota Adult Abuse Reporting Center (MAARC) report associated with the intake or assessment workgroup.
An adult who is the subject of an Adult Maltreatment Report (AMR) referred by MAARC is required to have an Adult Protection Intake or Assessment Workgroup under Program Type 610. This system change supports policy established by the Minnesota legislature to serve adults who meet Adult Protective Services (APS) program criteria as vulnerable and potentially maltreated using the tools and policy required under the Vulnerable Adult Act. This change also supports tracking outcomes and resources needed for adults referred to APS.
If the adult referred by MAARC is not accepted for APS because the adult does not meet policy criteria as vulnerable and suspected of experiencing maltreatment, or if the report was not accepted for APS based on the agency’s prioritization guidelines, but the agency identifies a service need for the person subject to the report, the agency may offer services under another program type. Close the APS intake under 610-Adult Protective Services as Screened out maltreatment report and create a NEW intake for the program type in which the person is being served. i.e. 600-Adult Services (General), 400-Adult Mental Health, 300-Chemical Dependency (General), etc. The AMR will not be accessible in the new program type. Information from the AMR or APS intake activities necessary for the new program referral will need to be case noted in the new intake.

This document includes all billable ICD-10 mental health codes in the MHCP Mental Health Diagnostic Code Ranges. Question should be directed to the SSIS Help Desk.
There are a couple technical updates being planned for SSIS in the next couple months that we wanted to make sure you are aware of.
- Horizon Migration – Sunday, February 12, 2023 between 4:00 and 6:00 am., the SSIS Horizon farm will move to an upgraded and more stable environment. There is nothing your agency needs to do for this change, other than be aware of the change and to log out of SSIS and Horizon by 4:00 a.m. that morning. An email will be sent to all mentors shortly before this work begins and another when it is complete.
- Horizon Upgrade – Sometime in mid-March, the Horizon platform will be upgraded to the most recent version. The exact date and time is still to be determined and we will communicate that information once we have it. This is the change that is requiring everyone to upgrade to the 8.4.1 client version. If your staff is using 8.4.0, you will not have to upgrade, although it is recommended that you do so since it does resolve one known bug we are aware of. We would like all SSIS users to have their client upgraded by the end of February to avoid any potential issues when this change is done.
SSIS users may get a message on their screen for these upcoming changes as the dates get closer. We will also be having this information added to the SSIS newsletters and sending email reminders a couple days before each change occurs.
