The Minnesota Department of Human Services, through its Behavioral Health, Housing, and Deaf & Hard of Hearing Services Administration (“State”), is seeking proposals from qualified Responders to support the State in the development of the Substance Use Disorder Community of Practice. The community of practice will be a dynamic, autonomous group of participants engaged in active collaborative discourse.
The purpose of this Request for Proposals (RFP) is to create a culturally responsive Substance Use Disorder Community of Practice to improve treatment outcomes for individuals with substance use disorders and to reduce disparities by using evidence-based and best practices through peer-to-peer and person-to-provider interactive learning. (Minnesota Statutes 2021, Chapter 254B.151)
Grant funding through this RFP will focus on initiation and facilitation of the Substance Use Disorder Community of Practice meetings, recruitment and retention of individuals disproportionately impacted by substance use disorders, identification of challenges in providing a higher quality of care for substance use disorders and developing reports with recommendations.

Proposals submitted in response to this RFP must be received at the email address listed in the RFP no later than 4 p.m. CST on February 10, 2023, 2022. Late proposals and proposals received via other methods will not be considered.

This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. Responders’ Conference
A Responders’ Conference will be held via WebEx on January 18, 2023 from 10 to 11:30 a.m. CST. The conference will serve as an opportunity for Responders to ask questions of State staff concerning the project. Attendance at the Responders’ Conference is not mandatory but is recommended. Oral answers given at the conference will be non-binding. Written responses to questions asked at the conference will be sent to all identified prospective Responders after the conference.
