Between 7:00 and 8:00 a.m. Monday, November 14th, there was an issue which prevented some statewide users from launching SSIS Worker Production. Workers were encountering a Loading Failed error after trying to launch from the SSIS icon. The issue was determined to be one Horizon server not accepting logins. That server was removed from the pool of available servers and logins started working again. This issue has been reported to our technical partner who is looking into the issue.
This morning a known statewide networking issue impacted the ability to access SSIS and MAARC. Additional information regarding this issue will be shared in SSIS Update #591.
The Cohort 4 19 year-old follow-up Minnesota Youth in Transition Database (MNYTD) survey data, along with independent living services provided to youth from counties, tribes, and community agencies, was submitted to the Improve Group for analysis. Minnesota was successful in reaching the federal threshold of completed surveys. There were 5,438 youth reported in the served population (MNYTD Independent Living screens).

Summary of MNYTD Baseline Survey Requirements and SSIS Tips:
Youth who meet the following criteria are required to have an MNYTD Survey screen entered into SSIS (whether or not they complete the actual MNYTD Survey):
- turn 17 years old between 10/01/2022 and 09/30/2023, and
- are in out-of-home care on or within the 45 days after their 17th birthday
Youth should be surveyed between their 17th birthdate and the 45th day after their 17th birthdate to avoid timeliness errors. They should not be surveyed prior to their 17th birthdate.
The MNYTD Survey is located in SSIS under the Person>Adolescent Services>MNYTD Survey/Contact folder.
Use the Reporting Status field on the MNYTD Survey screen to indicate:
(When this status is selected, then all the survey questions need to be completed. “Declined” is still available as an individual question response when the youth declines to answer a particular question. Be sure to collect contact information from youth who participate.)
(This status is to be selected only if the youth declines to participate in the entire survey. If this or any of the following statuses are selected, the individual survey questions are greyed-out/not editable.)
- Parent declined
- Youth incapacitated
- Incarcerated
- Runaway/missing
- Unable to locate/invite
- Death
Check the MNYTD Survey Due search regularly to determine which youth are due to be surveyed. The search is located under Searches/Logs > MNYTD Searches.
TIPS for using the MNYTD Survey Due search:
- Use the Date Range selections for “This”, “Last”, and “Next” Federal Survey Period or Federal Survey Year to correctly identify youth who will need to be surveyed
- Pay close attention to the actual dates displayed when using these selections, as they are determined based on the current date
- Example 1: today is 09/03/2022. When selecting “This MNYTD Federal Survey Period” the From and To dates are blank because 09/03/2022 does not fall within a MNYTD Federal Survey Period.
- Example 2: today is 09/03/2022. Selecting “Next Federal Survey Period” will display a date range from 10/01/2022 to 03/31/2023.
- Example 3: today is 10/01/2022. Selecting “This MNYTD Federal Survey Period” will display a date range from 10/01/2022 to 03/31/2023.
- Youth are included on the MNYTD Survey Due Search when their 17th birthdate falls within the selected date range and either they are currently in placement (so are projected to stay in placement until their 17th birthday) or their placement was open on or within the 45 days past their 17th birthdate. So, when Continuous Placements are opened and closed, the list of youth returned in the search results are affected.
The survey data will be reported to the Federal NYTD program twice during the next year:
- Surveys for qualifying youth with 17th birthdates between 10/01/2022 and 03/31/2023 will be submitted after the April 2023 SSIS Repository Upload which is due by April 30, 2023.
- Surveys for qualifying youth with 17th birthdates between 04/01/2023 and 09/30/2023 (and any with earlier birthdates that were not submitted in the previous report) will be submitted after the October 2023 Repository Upload which is due by October 31, 2023.
