SFY 2023 Behavioral Health Fund Eligibility Guidelines and Administrative Allowance


The Minnesota Department of Human Services has updated its guidelines for determining Behavioral Health Fund (BHF) financial eligibility for substance use disorder treatment. Please read and follow the BHF eligibility guidelines effective July 1, 2022 through June 30, 2023 which can be found under “Resources” on the Direct Access webpage.

While Medicaid enrollment is not required, individuals who qualify for funding may be Medicaid eligible and are encouraged to use the BHF income eligibility process as an opportunity to start the Medicaid application process. Enrolling BHF recipients in Medicaid provides these individuals with the range of health care services they need to move forward in their recovery.

Minnesota Statute section 254B.02, Subd. 5 notes that the commissioner may make payments to local agencies to support administrative activities. View the BHF SFY 2023 Administrative Allowance Report (PDF) for tribal and county administrative allowance maximum amounts for State Fiscal Year 2023.
