Provider updates on upcoming July 1, 2022 Direct Access transition


The Rule 25 process will no longer be available after June 30, 2022. On July 1, 2022 Direct Access will become the only process by which publicly paid substance use disorder (SUD) treatment services can be accessed in Minnesota. More details about Direct Access, including resources and reminders, can be found on this DHS webpage.

To improve communication on this important change, DHS created an email address for providers to use for questions and concerns about Direct Access: SUD.Direct.Access.DHS@state.mn.us

Also, counties and tribes will soon be receiving printed materials about the updated SUD “Get Help” page on the DHS website. The page includes information about where individuals can get comprehensive assessments and how to pay for SUD treatment.

IMPORTANT REMINDER: PROVIDERS MUST HAVE COUNTIES OR TRIBES RE-DETERMINE FINANCIAL ELIGIBILITY FOR ALL CLIENTS WITH RULE 25 SERVICE AGREEMENTS TO AVOID DISRUPTION IN PAYMENT. The process for eligibility can be found in Direct Access (DA) process for dates of service on or after October 1, 2020 (PDF). The DAANES will need to be updated for the change in funding from a service agreement to add the treatment service record within the admission.
