As Rule 25 phases out on July 1, 2022, new Direct Access resources become available on DHS website


In October of 2020 Minnesota began running a parallel process for substance use disorder (SUD) access during which a person could either follow the traditional Rule 25 process or, via Direct Access, go directly to a provider for an assessment and treatment.

On July 1, 2022, this parallel process ends, and Direct Access will become the only process by which publicly paid SUD treatment services can be accessed in Minnesota. Rule 25 will no longer be available after June 30, 2022.

Updated Direct Access Webpage

BHD has been actively working on updating a Direct Access webpage that can support stakeholders during this transition and beyond. Some of the highlights of the new page are listed below. We recommend you bookmark the page in your browser and visit regularly as we will be updating it with current news, trainings, resources and more.

Key information on the updated Direct Access page includes:

  • To avoid disruption in payment, providers must have counties or tribes re-determine financial eligibility of all clients with service agreements as of 6/30/22. The process for eligibility can be found in Direct Access (DA) process for dates of service on or after October 1, 2020 (PDF). The DAANES will need to be updated for the change in funding from a service agreement to add the treatment service record within the admission.
  • Registration links are published for monthly Direct Access CORE trainings. (Spaces still available for the June 23 session.)
  • Limitation of two billable comprehensive assessments within a six-month period has been removed.

Other key highlights include:

  • Counties and participating tribes must continue to process behavioral health fund eligibility for SUD services.
  • Request that counties and tribes use the Behavioral Health Fund request (DHS-2780A-ENG) form for Behavioral Health Fund eligibility determination.
  • An updated Direct Access FAQ page is now available with topics such as client choice, eligibility and comprehensive assessments.
