Efforts to identify and resolve performance issues specific to SSIS applications, and MAARC for county and Tribal agencies continue:
- SSIS Help Desk continues to monitor reports related to slowness and performance
- monitoring of the legacy and new Horizon servers at various times of the day for issues and reports to the appropriate MNIT teams as necessary
- daily meetings to discuss system health issues, and review of technical tickets twice a week
- New Horizon server farm: pilot to statewide conversion project continues
- statewide conversion progressing, with a pause the week of 04-29-22 (caution due to server issue in which sessions were freezing and causing the Horizon servers to reboot and be kicked off the system, issue has been resolved)
- fifty agencies have moved some or all users to the new environment as of May 2, 2022
- project completion target date: July 1, 2022
- one issue the week of 05-01-22 impacted access through the new Horizon environment. There was no impact to the legacy Horizon environment or MAARC call center.
- Horizon license issue caused access issues on new environment the morning of May 2, 2022
- Horizon License Server failed to give a license when launching the SSIS applications. MNIT resolved same day.
- log files are being reviewed by MNIT and our vendor partner for further root-cause analysis
3. SSIS Performance & Stability Workgroup
- Meetings have been held every other Friday since February and include local agency, MACSSA staff, MNIT@DHS, and DHS business staff. The next meeting will be on 05-06-22.
- This workgroup is charged to identify, prioritize, monitor, and oversee work to improve performance at all levels, addressing the immediate issues and then plan for long term system performance management.
- Infrastructure Issues: schedule for Oracle 19c client updates is being working on.
SSIS pilot v22.2 began April 27, 2022. Special thanks to Anoka County, Wadena County, and Des Moines Valley Health and Human Services for piloting. Pilot v22.2 includes changes to Northstar adoption and kinship, Children Mental Health Screening modifications, and FFPSA including several QRTP specific changes.
The Basic and Supplemental rates effective July 1, 2022 through June 30, 2023 were deployed to SSIS May 1, 2022. Service Arrangements and payments created July 1, 2022 onward will reflect the new rates for the 2022-2023 fiscal year.
The Northstar Care for Children Basic and Supplemental Payment Rates and Initial Clothing Allowance bulletin was published April 5, 2022, and provides the new rates for state fiscal year 2022.
When a child is court ordered into the care of a non-custodial parent, a continuous placement is not entered in SSIS. If the child was previously in a placement setting, the continuous placement should be closed in SSIS. A continuous placement record is required when a child is in a location classified as an out-of-home placement. Out-of-home placement means the 24-hour substitute care for all children placed away from their parents or guardians for more than 24 hours and for whom the local social service agency has supervision and care responsibility. Therefore, when a child is placed with a non-custodial parent, under Minnesota statutes, it is not a placement but a location and a continuous placement does not apply. This can be tracked in SSIS by entering a location with the setting as non-custodial parent.
A trial home visit can last up to six months and only applies when a
- Child has been adjudicated CHIPS
- Child is returning to the parent the child was removed from
On March 14, 2022, the Minnesota Department of Human Services published Bulletin #22-53-01 regarding the Children’s Mental Health Residential Services Path. The bulletin, which is on the DHS 2022 Bulletins webpage, contains the county and initiative tribe Children’s Mental Health Residential Services process overview, a link to the county financial allocations, and Social Services Information System entry instructions.

About the Children’s Mental Health Residental Services Path
Children’s Mental Health Residential Services Path is a service designed to assist youth with a severe emotional disturbance and their families in gaining access to a residential treatment center. This path was developed with the goal of providing youth and their families an alternative way to gain access to services needed that would meet a their individual and specific needs in a residential treatment center.
A county or initiative tribe does not have placement authority when a family uses the Children’s Mental Health Residential Services Path. Level of care and treatment decisions are made by the parent and the mental health professional completing a Diagnostic Assessment. Counties and initiative tribes have been allocated funds to offset the room and costs previously funded by IV-E funding. In order to use the allocated funds, the county or initiative tribe must assess if the current Diagnostic Assessment identifies that the youth has a severe emotional disturbance and a need for the youth to enter residential treatment through the Residential Services Path.
