The department has trained and certified 74 individuals as qualified Individuals (QI) who have been approved by county agencies or the department to conduct qualified residential treatment program (QRTP) assessments since Sept. 2021.
The 2 day mandatory training is a collaboration between Child Safety and Permanency Division and Minnesota Child Welfare Training Academy staff. Individuals must be certified on the Minnesota’s child and adolescent needs and strengths (CANS) tool that was specified developed for QRTP placements by members of a stakeholder workgroup and staff from the Praed Foundation.
The state pilot program QI’s have conducted 98 QRTP assessments for county and tribal agencies from Oct. 1. 2021 to March 31, 2022.
Applications for the state pilot program continue to be accepted. We are particularly interested in individuals with expertise and knowledge of working in communities of color and tribes. The department is working on publishing a best practice guide for qualified individuals to provide statewide standards.
Results of the QRTP assessment and recommendations from a QI can be shared with staff who work in the facility the child has been placed according to Minn. Stat. 260C.704. County agencies follow district court rules and Minnesota Data Practices Act Chapter 13.
The department is planning a webinar for early summer that will introduce a QRTP checklist and flowchart, as well as tips for entering QRTP information in Social Service Information System (SSIS) for case managers.
