The Minnesota Judicial Branch (MJB) and the Minnesota Department of Human Services (department) have worked collaboratively to implement the Family First Prevention Services Act (FFPSA).
The MJB created a Help Topic on its public website dedicated to the Family First Prevention Services Act (FFPSA). It contains a number of resources relevant to court review of QRTP placements. As child welfare is a collaborative effort among many stakeholders, these resources are for all child welfare stakeholders throughout the State of Minnesota including county social service agency and Initiative tribal staff. Under the Help Topic, information is categorized under the following tabs, Overview, Rules & Laws, Tools & Resources, and Contact Us.
Child welfare stakeholders are encouraged to review and revisit it frequently as content is updated as needs arise in collaboration with the department.
Three new court report templates are in the Social Services Information System (SSIS):
- Report to the Court – Non-ICWA/MIFPA Eligible Child (Indian Child Welfare Act/Minnesota Indian Family Preservation Act)
- Report to the Court – QRTP Placement Addendum (Qualified Residential Treatment Program)
- Report to the Court – Voluntary Placement Addendum
The Report to the Court – Non-ICWA/MIFPA Eligible Child identifies children, siblings, parents, and relatives, associated with a case. It identifies the living situation, permanency plan, and length of time in placement, for each child. The report lists services provided to parents and children by the agency, and the impact of those services on parents and children.
- When a child is in a QRTP placement and/or a voluntary placement, the Report to the Court – QRTP Placement Addendum and Report to the Court – Voluntary Placement Addendum are also used and attached to the Report to the Court – Non-ICWA/MIFPA Eligible Child.
- Caseworkers check the appropriate box in the heading of the Report to the Court – Non-ICWA/MIFPA Eligible Child to alert court administration that their report includes a placement addendum.
These new court report templates have been shared with the Minnesota Judicial Branch so that judicial officers and court staff could become familiar with them and could easily identify them when they are filed with the court in the context of a child in a QRTP placement or voluntary placement.
