SSIS is urgently seeking two agencies to pilot SSIS version 22.1 (v22.1).
Pilot dates are January 26, 2022 through February 22, 2022; statewide release is scheduled for February 23, 2022.
Pilot agencies receive weekly phone calls, priority response from the SSIS help desk, and provide application input during the piloting period.
V22.1 will include:
New Functionality in v22.1
Adult Protection
- New fields for “Location of Death”.
- Reformat of the “Location of Incident” from a text field to address fields.
- New “Location Name” field added to the Person | Address screen.
Child Maltreatment
Child Maltreatment Report changes to reflect legislative changes to allow for 24hr to 5 day CP Response in specific situations.
CMH Screening
Updates to the CMH Screening screen are going in this release. There are grants associated with agencies completing CMH screening so we’ve added the screening tool used, the score, whether the child was referred for a diagnostic assessment, and if the child had the assessment, the date of the assessment.
Miscellaneous
- Juvenile Treatment Screening Team “Copy from Sibling” and “Create Duplicate” functionality is being added.
- Family and Permanency Team “Add Relatives from Relative Search” functionality is being added.
- QRTP Assessment
- Attached Files will have a separate folder in the tree view under an assessment
- There will be slightly different functionality for the View button in the assessment [to view the attached file].
System Administration - Security
Two new Functions for managing Staff were added to the Security application:
- “Edit Staff and Roles”
- “Password Reset”
System Administrators can add only the “Password Reset” function to a role. For users with the role, the “Reset Password” Action menu option will be enabled, but the users will not be able to change any Staff fields. Alternatively, the System Administrators can add both the “Password Reset” function and the “Edit Staff and Roles” function to a role. In this case, the “Reset Password” Action menu option will be enabled, and the users will be able to change Staff fields.
Programs and Services:
Remove the association of HCPS/Modifier H0040 U6 - Assertive Community Treatment, MH from BRASS Service 438: Assertive Community Treatment (ACT). Effective September 30, 2021.
Add HCPCS/Modifier T2011 - PASRR Level II Screening (OBRA Level II Screening) to BRASS Service 505: Assessment for Long-term Services and Supports – Effective November 1, 2021- Non-Automated Potentially Billable.
QRTP Extended Placement Reviews
The Person > Permanency > QRTP Documentation > QRTP Extended Placement Review node is new in V22.1.
Due to the timelines for these reviews, children in QRTP placement who are less than 13 years old at the time of the initial QRTP placement are the only children who will be due for a QRTP Extended Placement Review during the V22.1 release timeframe.
Security:
- The ‘View Permanency’ security function is required to create/edit a review (this is the same security function required to access other modules under the Permanency node)
- The ‘Approve QRTP Extended Plcmt’ security function is required to approve a completed review – this is a new security function
- The agency director or designee needs this security function added to their role to give them the ability to approve the QRTP Extended Placement Reviews
- The approval process is similar to that for MAPCY Assessments, and utilizes the Approval Log.
First Review:
- A child, who was less than 13 years old when first placed in a QRTP facility, requires an Extended Placement Review after either 6 consecutive months (180 days) in a single QRTP placement or 6 non-consecutive months (180 days) in QRTP placement (within one Continuous Placement).
- For the purpose of these Reviews, the initial QRTP placement start date may be used as the ‘Review Period From’ date.
- If the child is still in their first QRTP placement, select ‘6 consecutive months (180 days) in a QRTP placement’ as the ‘Review Period’ and select a date 6 months from the ‘Review From’ date as the ‘To’ date.
- If the child has changed QRTP placements, select ‘6 non-consecutive months (180 days) in QRTP placement’ as the ‘Review Period’ and select an appropriate ‘To’ date that would cover 6 months of the child’s QRTP placements (within the same Continuous Placement).
Future Release information:
- Children who are 13 years or older will also require Extended Placement Reviews, but will have a different timeline. This will be addressed in the 22.2 Release.

Northstar Care for Children
Effective September 30, 2021, legacy placements in foster residence settings (with start dates before 09/30/2021 using the SSIS placement setting “Foster home - corporate/shift staff – Legacy”) continue to be reported as part of Northstar Care for Children. Effective Sept. 30, 2021, new placements in foster residence settings (with start dates on or after 09/30/2021 using the SSIS placement setting “Group home - staff operated”) will not be reported as part of Northstar Care for Children. Those settings are no longer considered family foster homes and are now considered congregate care.
Congregate Care Placement Settings
Effective Sept. 30, 2021, new placements in foster residence (corporate foster homes), group homes and residential treatment facilities will not be eligible for Title IV-E reimbursement unless the facility has been Title IV-E approved and a certified:
- Qualified Residential Treatment Program (QRTP)
- Pregnant/Parenting Youth (PPY)
- Sexually Exploited Youth (SEY)
- Supervised Independent Living (SILS)
For list of facilities that are certified and Title IV-E approved - Family First County Link Residential Services.
One exception is if a child is placed on or after Sept. 30, 2021 in a group home or residential treatment program that is not certified in one the four settings Title IV-E reimbursement is available for the first 14 calendar days as long as the child is Title IV-E eligible and all other Title IV-E requirements are met. If a facility is not certified, claiming ends on day 15. Please note: Title IV-E reimbursement for the first 14 days is not available for placements in group/residential placements licensed as foster residence settings unless the following conditions are met:
- The foster residence settings is certified as one of the specified settings types listed above (QRTP, PPY, SEY, SILS)
- The foster residence setting is approved for Title IV-E claiming
Payments for the first 14 days of each new congregate care placement need to be split from the rest of the payment, since separate claiming rules apply. For Title IV-E reimbursement for placements in Title IV-E approved and certified settings, claiming is temporarily delayed as we are working to build functionality into SSIS. We will keep you posted when this becomes available.
Exclusion Record for Family First Prevention Services Payments for Congregate Care Settings and Foster Residence Settings:
SSIS will run a nightly process to automatically create an exclusion record for all paid payments that are for a placement with a start date on or after September 30th, 2021 until FFPSA claiming requirements have been added to the Child Foster Care Report.
The payments that are made for one of the following specific BRASS codes will be excluded from claiming:
- 171 Child Shelter
- 183 Children's Group Residential Care
- 185 Correctional Facilities
- 483 Children's Residential Treatment
The Exclusion Record can be found under the Exclusion tab, located at the payment level and will exist with the following comment on the exclusion:
DO NOT DELETE- Exclusion created for Family First Prevention Services Act: leave IV-E indicator on payment set to "No," until SSIS claiming can be updated to capture Family First claiming. Contact SSIS Help Desk (Attn: Fiscal staff) with questions.
- SSIS Staff are modifying the IV-E Indicator to “No”, if the original payment was marked “Yes”.
- Agency staff should not delete the exclusions or change the IV-E indicator on the payment.
When the claiming requirements have been added to the Child Foster Care Report for FFPSA BRASS Services, DHS will remove the exclusion records and the IV-E indicator will convert back to its original value - “Yes”, if the payment was marked “Yes”, or it will remain “No”, if the payment was marked “No”. The payment should then appear on the Child Foster Care Report claiming tab if all IV-E requirements are in place, or will appear on proofing tab if there are missing IV-E requirements.
Payments for legacy placements (where the placement start date is prior to 9/30/2021) in congregate care placement settings will not have exclusion records created, and will continue to claim as usual.
The 2022 SSIS Monthly Upload and State Reporting Schedule has been published. This document lists data submission deadlines for the Child Foster Care Report, RCA Report, SEAGR, TCM CSR and repository upload information.

Updated SSIS Mentor Lists have been posted to the SSIS Resource page. Mentors and coordinators are asked to review lists regularly to ensure accuracy of agency contact information. Up-to-date SSIS mentor and coordinator contact information assists SSIS staff in communicating SSIS news and events accurately, effectively and efficiently. Change requests should be submitted to the SSIS Help Desk
SSIS users should keep the following requirements in mind when creating or resetting passwords:
- Minimum length is eight characters.
- Passwords must contain at least one upper case letter, one lower case letter, one digit and one special character.
- Special characters include: '#','+','=','&','$','%', '_', '-' , '@', '!', '?'. No other characters are allowed.
Passwords such as “Password123!”, “Pas$w0rd”, “Baseball@1”, or passwords containing the user’s name or user id will not be accepted. Weak or easily guessed passwords will be rejected and the user will receive a “Server Threw An Exception” error. When this occurs the user must create a new stronger password.
Examples of successful passwords: pmjJ&9kQ, lkjou8m&SJ, SJiono7#28
Tip: When resetting a password in SSIS, copy/paste the temporary assigned password to ensure accuracy.
