The MMIS partial conversion for long-term services and supports (LTSS) rate changes was successful. County and tribal nation staff may resume entering and changing service agreements in MMIS.

MHCP offers free resources and billing training for enrolled MHCP Home and Community-Based Service (HCBS) waivers and Alternative Care (AC) program providers who bill for waiver and AC services.

Marcia Ryss and Erica Jepson recently joined the SSIS Business Operations team as SSIS Worker Subject Matter Experts.
Marcia graduated with an MSW from the University of Minnesota, Duluth, and has focused on public service related positions and volunteer work since college. Marcia worked as the SSIS coordinator in St. Louis County for the last eight years.
Erica graduated with a BA from Bemidji State University and has ten years of broad experience in Child Welfare at White Earth Indian Child Welfare and most recently at Becker County Human Services.

Performance Update
Minnesota Department of Human Services staff thank you for continuing to report performance issues with the Social Service Information System (SSIS) and impacts those issues have on the ability to complete agency work.
SSIS Help Desk staff are closely tracking reports from county/Tribal users, and continuing to work closely with MNIT partners on resolving issues resulting in unacceptable slowness. The identified issues, not isolated to one IT function, include databases, infrastructure, and Virtual.
Please continue to report issues you are experiencing with SSIS, and include specific details. Thank you to all the agencies that have and continue to report.
Efforts to identify and resolve issues specific to SSIS applications, and MAARC for county and Tribal agencies within the past week:
- SSIS Help Desk is monitoring reports related to slowness and performance (continued)
- MNIT Monitoring of the Horizon Servers at various times of the day for issues continues. No out of the ordinary issues found. (continued)
- Memory / CPU usage on the horizon servers (continued)
Continue to monitor applications on two of the SSIS QA horizon servers with a service application that monitor the high memory allocation. No adverse effects have been seen; the service application is operating as expected. This has successfully re-allocated the fast speed memory from the default of 1.3 Megabytes to 200 Megabytes for every SSIS Worker application running on the server. MNIT Enterprise staff are monitoring the two servers for performance of the application using fast memory versus paged (slow) memory. The change appears to have helped a bit with using the paged memory vs high speed memory.
- New Horizon environment testing: Testing with the New Horizon Server farm is going well at Scott County; 40 additional users are being added with plans for all users to be added. Increasing users at Washington County. (continued).
- Conducting analysis regarding slowness regarding the RTF editor, including possible removal of the HYDRA component from SSIS. Not a quick fix to this issue; it will take several months and significant work to remove and replace HYDRA. Implementing the change will require a release (continued)
- Building a Baseline Network timing diagram for MAARC allowing baseline comparison when reports of latency exist (continued)
- MICROSOFT review of the system, specifically servers within the system and to analyze the environment; MNIT Enterprise Network team has engaged Microsoft premier support for assistance. (continued)
Microsoft’s Encrypted Email server is having an issue retrieving emails if you use any option other than a one-time use pass code. Do not use a repeatable logon and do not use the option to stay signed in for 12 hours. Please do not check the 12 hour option when requesting your one-time passcode. If you have checked that option, you may need clear your browser cache to receive a new code. This will affect the recipients of secure emails generated out of the SSIS system, not the SSIS user sending the information, so you should pass on this information to your contacts that receive files, documents or reports out of SSIS. You may want to warn recipients in the accompanying text with the attachment or in a separate email.
Monday, December 20, 2021, a network service interruption was identified by Minnesota IT (MNIT) Service which created the inability for county and Tribal users of state applications, and State employees to connect to the network and access state resources.
Unavailable services included:
- Local area network connections (LAN)
- Network shared drives
- VoIP phone services
- Internet service
We realize that interruptions are inconvenient. Your patience and understanding was appreciated as the issue was resolved. Additional information regarding the service outage will be shared as it becomes available.
