Accreditation Cost Reimbursement Application Available
The Minnesota Department of Human Services (department) approved federal Family First Transition Act funds to be used to support in-state children’s residential treatment providers in meeting accreditation requirements to become certified qualified residential treatment programs (QRTP).
Children’s residential service providers can access documents to apply for reimbursement for costs associated with national accreditation for qualified residential treatment programs on the departments’ County Link public website:

Family First Transition Act funds may be used for activities directly associated with implementation of the Family First Prevention Services Act. This one-time funding opportunity reimburses children’s residential service providers for all or a portion of accreditation costs associated with the QRTP certification process. The number of applicants will determine the reimbursement amount. Accreditation fees associated with facilities that are already accredited, licensed are not eligible for reimbursement.
QRTP settings provide foster care services to children/youth for treatment of an emotional disturbance, developmental disability, or related condition. To qualify as a QRTP, service providers must become accredited by one of three nationally recognized accreditation agencies (Commission on Accreditation of Rehabilitation Facilities, Council on Accreditation, or The Joint Commission).
Eligibility Criteria
Children’s residential service providers that meet the following criteria are eligible to apply for reimbursement of accreditation costs.
- Licensed under Minn. Stat., chapter 245A, as residential service providers that own and operate children’s residential facilities (CRF), foster residence settings (FRS), or licensed or approved by a tribal social service agency
- Applied for or plan to apply with the department’s Licensing Division for QRTP certification, or approved by a tribal social service agency as a QRTP
- Plan to work with a county or tribal social service agency to submit a request to the department’s Child Safety and Permanency Division for Title IV-E facility approval.
Residential service providers may be responsible for multiple licensed facilities at different locations. If a provider has or is planning to apply for QRTP certification for programs with different licenses and locations, each program will be identified on the application form.
Funding Available
The department has designated $300,000 for offsetting the cost for children’s residential service providers’ accreditation costs required to become a certified qualified individual treatment program. The maximum grant award may not exceed $10,000.00. Applications must be submitted by 4:30pm on October 30, 2021.
The Child Safety and Permanency Division will accept reimbursement requests to offset fees paid to one of the three national accreditation organizations:
- Commission on Accreditation of Rehabilitation Facilities,
- Council on Accreditation, or
- The Joint Commission.
