EW, AC, ECS program rate and budget changes for July 1, 2021
Increases to home delivered meals service rate and monthly budgets
Minnesota Statute directs DHS to implement the following increases to the home delivered meals service rate and monthly Elderly Waiver (EW), Alternative Care (AC), and Essential Community Supports (ECS) budgets effective July 1, 2021:
- 3.97% increase to the home delivered meals service rate through EW, AC and ECS.
- 0.04% increase to EW and AC monthly case mix budget caps.
- 0.04% increase to EW and AC Consumer Directed Community Supports (CDCS) monthly case mix budget caps.
- 0.99% to ECS monthly budgets.
In the coming days, additional information and resources about these changes will be available on the Long-term services and supports rate changes webpage, including updates to CDCS Community Support Plan Addendum, DHS-6633A (PDF) and Section 301.27 of Instructions for Completing and Entering the LTCC Screening Document and Service Agreement Into MMIS, DHS-4625 (PDF).
The increases will be reflected in MMIS and MnCHOICES after the MMIS automation process and the MnCHOICES release.
MMIS automation process and MnCHOICES Support Plan release
DHS will run a MMIS automation process on June 22, 2021 for EW, AC, and ECS service agreements with home delivered meals or CDCS. Lead agencies must refrain from adding or making any changes to MMIS service agreements with home delivered meals or CDCS from June 21 to June 22, 2021, or until DHS gives the "all clear" message.
DHS will also apply these rate and budget changes to the MnCHOICES Support Plan through a release. Minnesota IT Services will send separate communications about this release.
